We will do our best to start council meetings on time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear what you are saying. ADDITIONS TO THE COUNCIL MEETING AGENDA In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council cannot take official action on it with some exceptions. Council can act on matters relating to potential or real emergencies. Council may add a matter of agency business to its agenda through majority vote. Council should state the reason why the action item is being added to the Agenda. Council may vote to add an action item(s) to the agenda V. Council may consider approval of this request. Request from Centre County Library and Historical Museum’s NOVEL Con event for road closure on N Allegheny St between Howard St and Burrows St Saturday, May 7, 2022 8am-4pm. Council may consider approval of this request Centred Outdoors event Request to be held at Talleyrand Park June 19 and 22 2022. Council may consider approval of this request. Support LERTA Draft Ordinance. Under Old Business, Council may act to advance the draft ordinance Bellefonte Waterfront Property Owner – LERTA Application Interest. Under Old Business, Council may act to advance the draft ordinance Bellefonte Borough Authority Letter of 01.11.2022 to Borough Council re Corrective Action Requested. Council may request a meeting with Authority representatives to discuss their letter. PA DEP Focus on Energy Newsletter VII. Council may take action regarding this Resolution Penn State University Sustainability Project, Sustainable Communities Collaborative – E-newsletter/Communications Plan regarding Bellefonte Climate Action Plan and Environmental Advisory Board’s efforts to inform citizens. Council may act to fill this vacancy. X. NEW BUSINESS Memo: 2022 Dates for Riff Raff Week, Community Yard Sale, Halloween, and Holiday Parking. FYI. No council action requested. Bellefonte Cruise Committee of Historic Bellefonte Inc. donated $2,500 for Picnic Bench to be placed in Talleyrand Park with plaque recognizing the Cruise. Borough Council thanks the Cruise Committee. Staff will order the table. FYI. No council action requested. Memo Regarding EV Charging Stations Damaged by Power Blip. Council may decide to take action. BBA Resignation Letter from Brian Walker. Bellefonte Borough Authority Vacancy. Vacancy was advertised on Borough’s website on 1.13.2022. Joe Beigle has conveyed his interest in being re-appointed to the Authority. Mr. Beigle’s volunteer application is included. Council may act to fill the vacancy. List of Goals/Discussion/Actions. The List will be attached to all council business meeting agendas. Goals/Discussion/Action Items will be pulled from the list as determined by council and placed on the appropriate agendas. Items may be added or deleted to the list. Council may act to add or delete items from the List and to place items from the list onto upcoming work session or council business meetings. Bellefonte Environmental Advisory Board – Discuss disbanding the current advisory board and have Bellefonte Borough Council work with the Bellefonte Climate Action Plan. Staff from the County would be invited to join those meetings. I believe this would provide more transparency of discussions moving this program forward. If/When changes to the plan are proposed, a Public Meeting would be advertised for Bellefonte Residents input. Council may take action regarding the Bellefonte Environmental Advisory 4 Board. Agreement to Subordinate Mortgage. This is in relation to the Borough loan to the Gamble Mill owners. The action has been reviewed by attorney Rodney Beard. See attached information. Consider a motion to approve signing the agreement. Council action is requested. Work Session Agenda for 02.07.2022. Work Sessions are a less formal meeting where policy options and initiatives are discussed by the entire elected body.
