PUBLIC HEARING A public hearing was advertised and scheduled to accept comments on the proposed Local Economic Revitalization Tax Assistance (LERTA) Draft Ordinance and District Boundaries. Council may act to open and close the Public Hearing being held to receive comments. VII. COMMUNICATIONS (written) HBI is requesting to use Talleyrand Park (Gazebo and Extended Area) for the 12th Annual Easter Egg Hunt April 16, 2022. Call for motion/2nd to approve HBI’s request to use Talleyrand Park (Gazebo & Extended Area) Following any CDC Guidelines in place. 2022 NOVEL Con- Response to Councils request of additional information on the closure of Allegheny Street. Call for a motion and 2nd to remove this item from the Table for Discussion. Call for a motion to approve the Centre County Library’s request to hold the NOVAL Con event, which includes road closure of N. Allegheny Street between the Howard St. intersection & Borrows Street, conditional to PennDOT approval of the street closure request and communications with the Bellefonte Police, residents, and business within the block of the street closure. Bellefonte Moose Lodge #206 is requesting to hold their Rubber Duck Race on September 18, 2022 starting at 3:00pm. In Talleyrand Park. The race would begin at the Walking Bridge and ending at the Lamb Street Bridge. Call for motion and 2nd to approve Bellefonte Moose Lodge #206 request as stated to hold their Rubber Duck Race on September 18, 2022 following any CDC Guidelines in place. Bellefonte Art Museum is requesting permission to have one to two food trucks parked in front of their building, located at 133 N Allegheny St, during their First Sunday Opening Reception from March through December, 2022. Call for a motion to approve request of the Bellefonte Art Museum to allow one to two Food Trucks parked in front of their building during 1st Sunday Opening Reception from March through December 2022. Logan Fire Company is requesting to hold their Annual Parade on Saturday July 2, 2022 with multiple road closures. The Fire Company is also requesting use of Talleyrand Park (Gazebo Side) following the Parade. Call for motion/2nd to approve Logan Fire Company’s request to close Zion Rd/ East Bishop St, S. Allegheny St, W. High St & Dunlap St/ N. Potter St. for the Parade Route. Call for motion/2nd to approve Logan’s Fire Company request to use Talleyrand Park (Gazebo) Following any CDC Guidelines in place. Email camera coverage of meetings, conduct No Council Action Needed – Mr. Stewart replied in writing, that speaker and camera installations are to be completed once needed parts are received. Council Thanks the resident for the feedback. Bigger Trucks Coalition letter opposing anticipated legislation to increase commercial truck weights statewide to 120,000 lbs. Call for a motion/2nd to approve Bellefonte Borough sending letters to Senator Corman and Representative Benninghoff opposing support of the anticipated legislation. Bellefonte EMS ARP Grant Projects. CURRENT and OLD BUSINESS Memo regarding Riff Raff, yard Sale, Halloween and Holiday Parking in the Borough. Proposed Dates are as follows:  Yard Sale Dates – (Fri. & Sat.) May 13 & 14, 2022  Bulk Waste /Riff Raff Pick Up – (Mon. – Fri.) May 16 – 20, 2022  Halloween Trick-or-Treating Hours, 6 – 8PM, Monday Oct 31st, 2022  2 Hour Curtesy Parking Program, Friday November 25th – January 1st, 2023 Council may take action to approve these dates, times, programs. Water runoff from County Building /Temple Court building – draining onto Cherry Lane, potentially hazardous with freezing temperatures. County Government has responded that they will have the problem addressed via their stormwater engineer, meeting onsite and installing drainage as soon as weather permits. FYI, No council action is requested at this time. Ad Hoc Committee to meet with Bellefonte Borough Authority representatives. Bellefonte Borough Authority met on 02.01.2022 and appointed representatives to meet with council reps. A meeting would be 3  scheduled for some time in March. Call for a motion & 2nd to appoint an ad hoc committee to meeting with Authority reps to discuss issues per letter of 1/11/22. Diamond Safety Improvements – Action taken at the 1/18/2022 council meeting directed staff to obtain updated pricing on crosswalk imprinting/coloring and to check on using Liquid Fuel funding. Memo from Mr. Holderman summarizing pricing is included in materials. Call for a motion & 2nd to obtain updated pricing of Crosswalk Imprinting/Coloring using funds from Liquid Fuels XI. NEW BUSINESS The 2022 Spring Newsletter is approaching completion. If there is anything you wish to have added to the Newsletter please let Alyssa Doherty know by Wednesday, February 16, 2022. Examples of past Newsletters are included in your Council Packet. FYI No Council action requested. Musser Lane Compost Facility Access Policy. Call for a motion & 2nd to appoint an ad hoc committee to develop the Musser Lane Compost Facility Access Policy recommendations for council consideration 2020 Annual Report Audit was received at the end of December 2021. A hard copy of the report has been provided to all Council Members and the Mayor. FYI No Council action requested. Centre County Boroughs Association will be having a meeting in March (Date to be determined). The Centre County Boroughs Association was formed (in 2019) by the Centre County Boroughs separating from the Centre-Clearfield Boroughs Association. With COVID, no meetings have been held. This Association is designed to bring together borough officials at the local level and to designate representatives for the State-wide PA State Association of Boroughs. FYI, No Council Action is requested. Orientation for Council members/Mayor – Tentative plans are to schedule an orientation of borough operations /staff for the February 22nd work session. Administrative Updates:  RFP for janitorial services for the Borough Offices Building being advertised  Help Wanted – Vacancy in the Refuse Department for a Driver/Loader  Water Department Position filled internally via Union policies FYI, No council action is requested. Purchasing Policy / Legal Expenses Policy. The Borough’s Purchasing Policy is being attached. Council may plan to review the policy regarding the process for approving council-related legal expenses at a future work session or council meeting. FYI, No Council Action is requested. Bellefonte Borough Authority Vote to Make Recommendations for Filling Vacancies. At the Bellefonte Borough Authority meeting on 02.01.2022 the Authority approved a motion to have Council allow the Authority to make recommendations for the filling of Vacancies on the Authority, similar to what Council allows HARB to do. Call for a motion & 2nd to support the request from the Bellefonte Borough Authority to Interview applicants and make recommendation to Council to fill vacancy. Next Council Meeting is Tuesday, February 22nd due to President’s Day (Feb. 21st). FYI, no council action requested. XII.
