AGENDA BELLEFONTE BOROUGH AUTHORITY MEETING OF TUESDAY, March 1st, 2022 at 6 PM In-person Council Chambers Masks/Face Coverings are Optional 6:00 PM - CALL MEETING TO ORDER: PLEDGE OF ALLEGIANCE: ROLL CALL: Mr. Beigle Mr. Halderman, Chair Mr. Brown Mr. Johnson, Vice Chair Mr. Eaton Mr. Schmidt Mr. Falcone, Treasurer APPROVAL OF MINUTES: February 1, 2022 ADDITIONS TO THE AUTHORITY MEETING AGENDA In accordance with Act 65 of 2021, If a matter is not on the Agenda, the Authority cannot take official action on it with some exceptions. The Authority can act on matters relating to potential or real emergencies. The Authority may add a matter of agency business to its agenda through majority vote. The Authority should state the reason why the action item is being added to the Agenda. The Authority may vote to add an action item(s) to the agenda COMMUNICATIONS ORAL/Public Comment: Please sign in, come to the podium at the appropriate time, state your name and address and what you are speaking about. Please try to limit comments to three minutes maximum. COMMUNICATIONS WRITTEN: FINANCE COMMITTEE REPORT: Budget v. Actual January 2022 REPORTS – SEWER: Engineer’s Report February 2022 Superintendent’s Report REPORTS – WATER: Engineer’s Report February 2022 Superintendent’s Report OLD BUSINESS: Council and Authority reps to meet in March to discuss bulk water funds, water system representation, etc. date TBD Debt Refinancing, New Financing efforts Update. Borough Council approved letting the Authority make recommendations for filling vacancies on the Authority board. FYI, no action is requested. Borough Council amended its Pre-treatment / local limits Ordinance at their 2/22/2022 meeting. FYI, No action is requested. SBWJA send copy of their updated local Limit Resolution. Big Spring Cover Options – Meeting with PA DEP. Discuss options to present – pros, cons. Bottling Big Spring Water – new entity said Niagara is probably better suited for something like this. We will inquire with Niagara. NEW BUSINESS: Borough issued Email address for Authority Members. Do Authority members want to have Authority email addresses? It is approx. $20 per month for each address. Dave Klinefelter, Assistant Public Works Superintendent, has announced that he intends to retire on June 17, 2022. We will be advertising/posting the position. Pa Rural Water Association (training for water and wastewater operators, needed certification credits) training conference the week of March 21st. Round table Discussion with Congressman Thompson was held on February 16th in the Council Room. Borough staff (Frank, Julie, myself) had the opportunity to present water and wastewater issues – regulations, need for additional funding, training, etc. Motion to Adjourn: _______ Second: _______ ADJOURNED @: _______ Code of Conduct will be included with Every Agenda
