I. 7:30 PM COUNCIL MEETING – CALL TO ORDER
Welcome everyone to the Bellefonte Borough council meeting. We will do our best to start
council meetings on time and to end them on time. Due tothe room acoustics, please speak
up when talking so that people can hear what you are saying. All comments and reports
should be kept to three minutes maximum. Thank you.

IV. ADDITIONS TO THE COUNCIL MEETING AGENDA
In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council cannot take official action on it with
some exceptions. Council can act on matters relating to potential or real emergencies. Council may add a
matter of agency business to its agenda through majority vote. Council should state the reason why the action
item is being added to the Agenda. Council may vote to add an action item(s) to the agenda

This Public Comment period is reserved for oral comments regarding any action items listed on this
meeting agenda or added by majority vote at this meeting. No deliberations will be entered into by

VI. COMMUNICATIONS (written)
DBI is requesting to have a Garden Party in Talleyrand Park as a fundraiser on Sunday, May 15, 2022 8am-6pm. Rain
date Sunday, May 22, 2022.
Call for motion/2nd to approve DBI’s request to use Talleyrand Park (Gazebo & Extended Area) Following any
CDC Guidelines in place.
Central PA Tasting Trail is requesting to have the 2022 Craft Beverage Expo on Sunday, June 26th, 2022 12pm-7pm in
Talleyrand Park Extended Area.
Call for motion/2nd to approve Central PA Tasting Trails request to use Talleyrand Park (Extended Area)
Following any CDC Guidelines in place.
DBI Winter Market date change (moving from Saturday, December 10, 2022 to Sunday, December 11, 2022). There will
not be a rain date.
Call for motion/2nd to approve DBI’s date change for Winter Market.
HBI Easter Egg Hunt additional information provided.
Call for motion/2nd to approve HBI’s Easter Egg Hunt scheduled for April 16, 2022.
Saint John Catholic School is requesting to use Governor’s Park Pavilion #1, the Baseball Field, Basketball Court, Soccer
Field and Walking Path for their upcoming Field Day on May 19th, 2022.
Call for motion/2nd to approve Saint John Catholic Schools request to use Pavilion #1, Baseball Field, Basketball
Court, Soccer Field, and Walking Path for Field Day on May 19, 2022 with a Rain date of May 23, 2022.
Bellefonte Sunrise Rotary is requesting to hold the Bellefonte Children’s Fair along Armor St and the 400 block of E.
Curtin St on June 4, 2022 from 8AM-5PM.
Call for motion/2nd to approve the road closure of the 400 block of E Curtin St (E. Curtin St to N. Wilson St), and
Armor St from E. Linn St and E. Curtin St for the Children’s Fair from 8AM-5PM on June 4, 2022.
Centre County Recycling and Refuse Authority Recycle Rebate. Council may take action on the donation of the
Recycle Rebate.
EMS Legislative Breakfast Invitation March 10, 2022 8:30am-11am at the Ramada Hotel and Conference Center. FYI
No Council action requested.
Street Parking Concern Council may take action on this concern.
Bellefonte Diamond Improvement Proposal Update. FYI. No Council Action is required at this time.
2021 Centre County Toys for Tots in Review. FYI No Council action requested.

IX. CURRENT and OLD BUSINESS
DRAFT Local Economic Revitalization Tax Assistance (LERTA) Ordinance. A public hearing on the draft
ordinance and proposed District boundaries were held during the 01.18.2022 Council Meeting. All
comments (written and oral) were forwarded to the borough solicitor. (We are waiting for the final draft
from the solicitor).
Council action is requested; Call for a motion/2nd to approve the draft and to have staff contact the
County and School District regarding their participation and adoption of the LERTA Ordinance
New Street Trees. We are asking Borough Residents that would like a tree or two for their Right of Way
(space between sidewalk and curb) to contact the Borough at (814) 355-1501. No Council action is
needed.
Rail Road Street Bridge Replacement Status Report. FYI. No Council Action is requested.
Crawford Lane Speed Study. Council may take action to recommend to the Mayor addition speed/stop
sign obeyance enforcement measures during peak traffic periods.

X. NEW BUSINESS
Community Development Block Grant (CDBG) Application – Hearing Presentation Schedule. FYI. No
Council Action Requested.
Ordinance No. 02222022-01 Amendment to Chapter 455 Sewage Disposal: Local Limits. This Ordinance
is related to wastewater pretreatment limits developed by US EPA for the Bellefonte Wastewater Treatment
Plant. These local limits are updated every five years. Each municipality and Authority must update and
adopt a corresponding ordinance and resolution respectively.

Proposed new Goal for list – Evaluate Metered Parking Fees and time enforcement - Modify Times of
Enforcement and adding this to the 03.07.2022 work session
Call for a motion/2nd to revise the Bellefonte Borough buildings and properties mask requirements to
optional effective immediately.
Proposed 2022 Street Paving Contract from the Public Works’ Streets Department.
Call for a motion/2nd to approve Street Paving in order by Wards.
Deadline for Council Agenda/materials. In order to improve our efforts to list all action items and to
include items for review in advance of the meeting as much as possible, staff is recommending that Council
set a deadline for receiving these items for noon on the Thursday preceding the Council Work Session and
Business Meeting. Council Action is requested. Call for Motion/2nd to establish council
agenda/materials deadline for noon on the Thursday preceding the Council Work Session and
Business Meetings.
Work Session Agenda for 03.07.2022. Council may specify items:
a) Ornamental Planting in Borough Right of Way
b) Short Term Rental Ordinance Draft Update, next steps
c) NVJRA to provide a 20-minute update on Kepler Pool
d)
Council may act to add or delete items to the proposed 03.07.2022 work session agenda

XI. ADJOURNMENT
The council meeting will be adjourned at or as close as possible to 9:00 PM
EXECUTIVE SESSION – Real Estate Matter. An Executive Session relating to a real estate matter may be held
following the adjournment of the Council Meeting.
The Council Code of Conduct and the 2022 List of Goals/action items will be included with each Agenda.
