I. 7:30 PM COUNCIL MEETING – CALL TO ORDER
Welcome everyone to the Bellefonte Borough council meeting. We will do our best to start council meetings on
time and to end them on time. Due tothe room acoustics, please speak up when talking so that people can hear
what you are saying. All comments and reports should be kept to three minutes maximum. Thank you.

IV. ADDITIONS TO THE COUNCIL MEETING AGENDA
In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council may take official action on it with
the following exceptions. Council can act on matters relating to potential or real emergencies. Council may add a
matter of agency business to its agenda through majority vote. Council must state the reason why the action item
is being added to the Agenda. Council may vote to add an action item(s) to the agenda.

V. PUBLIC HEARING
A public hearing was advertised and scheduled to receive comments on the proposed 2023 Borough Budget.
VI. PUBLIC COMMENT
The officers of council have decided to try combining agenda and non-agenda public comment. This Public
Comment period is for oral comments regarding any action items listed on this meeting agenda or any comments
in general. No deliberations will be entered into by Council at this time. Please sign in, come to the podium at
the appropriate time, state your name and address and which item you are speaking about. Please try to limit
comments to three minutes maximum.

Fundraiser. Motion/2nd to approve the Fundraiser Walk for Easterseals in Talleyrand Park on Saturday, June 10th,
2023.
Howard Street Speeding Complaint. Council may take action.
Letter of concurrence from SHPO to PennDOT re: 150/Water Street Wall. FYI, no Council action required

XL. CURRENT and OLD BUSINESS
Smith & Front request to close Dunlop Street/lot in front of the Gamble Mill during 2023 Pop-Up events. Dates, times,
and additional information is in your packet.
Motion/2nd to approve closing Dunlop Street for the Smith & Front Pop-Up Events in 2023.
Bellefonte Borough Authority approved a recommendation to Council to reappoint Doug Johnson to the Authority. This
action will be considered at the 1st meeting in January. FYI. No action requested at this time.
Bellefonte Borough Authority approved a recommendation to Council to appoint Randy Brachbill, as the primary
delegate, and Doug Johnson, as the alternate delegate, to the Spring Creek Watershed Commission effective January 1st
2023. Council may take action per the agreement between the Authority and Council. Motion/2nd to approve Randy
Brachbill, delegate, and Doug Johnson, alternate delegate, to the Spring Creek Watershed Commission, effective
January 1st, 2023.
2023 Meeting Schedule. Motion/2nd to approve the 2023 Council Meeting Schedule.
2023 Borough Budget.
Motion/2nd to approve the 2023 Budget for Bellefonte Borough as presented.
Motion/2nd to approve the related Tax Ordinance/Resolution
Special Event Application/ Fees. See Memo. Consider adopting fees to recoup costs associated with special events.
Motion/2nd to approve changes to Fee Schedule as recommended.
2023 Bellefonte Borough Fee Schedule. Motion/2nd to approve the 2023 Bellefonte Borough Fee Schedule.
1 Hour Free Parking in Red Parking Spaces. Motion/2nd to approve the removal of the 1-hour free parking in Red
Parking Spaces.
Borough Office Closed Friday, December 23rd in observance of Christmas Eve and Monday, December 26th in
observance of Christmas Day. There will be no Refuse collection on Friday or Monday. Refuse will be collected on
Wednesday, December 21st, 2022 for Friday and Wednesday December 28th, 2022 for Monday. FYI, no action is
requested.
Borough Office Closed Monday, January 2nd, 2023 in observance of New Year Day. Refuse will not be collected on
Monday. Refuse will be collected on Wednesday, January 4th, 2023. FYI, no action is requested.
XLI. NEW BUSINESS
Parking Permit Report June 2021-November 2022. FYI, no Council action required.
2023 Updates to the 2019 CCMPO Issues & Needs Input Summary for Bellefonte. Motion/2nd to approve updates
discussed in Work Session and for updates to be sent to the CCMPO for 2023.
CATA Memo. FYI, no Council action required.
Resolutions for grant applications. The grants will be submitted in the name of Bellefonte Borough (the Borough has all
of the required ID numbers) but matching funds will come out of the Water and Sewer Funds. The grant applications are
related to the H2O grant and Small Systems Grant programs. Motion/2nd to approve the two Resolutions related to the
stated grant applications.
Consider Items from the Goals/Issues list to be scheduled for the 01.03.2023 Council Work Session.
Call for a motion and second of goals to consider for the 01.03.2023 Work Session.
XLII. ADJOURNMENT
The council meeting will be adjourned at or as close as possible to 9:00 PM
