Borough of Bellefonte Council Business Meeting AGENDA 7:30 PM Tuesday, January 3, 2023 In-Person, Council Chambers ATTEND IN PERSON – The Council Chambers is open to the public with normal or standard occupancy levels. I. 7:30 PM COUNCIL MEETING – CALL TO ORDER- Mayor Johnson presiding: II. PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENCE III. ROLL CALL Mr. Bernier, Vice- President, North Ward Ms. McKean, West Ward Mr. Brachbill, South Ward Ms. Purnell, North Ward Ms. Cleeton, South Ward Ms. Sedgwick, West Ward Ms. Dann, South Ward Ms. Tosti-Vasey, West Ward Mr. Johnson, President, North Ward Mayor Johnson, At Large IV. NOMINATION AND ELECTION OF OFFICERS By agreement in early 2022 (see Old Business Proposal to Rotate), borough council officers agreed to rotate/re-organize on an annual basis. Mr. Brachbill will step down as council president. Mr. Johnson will move from Vice-President to President. Mr. Bernier will move from Pro Tempore to Vice-President. Motion/2nd to approve the officer rotation as noted. NOMINATION AND ELECTION OF PRO TEMPORE Nominations do not require a second and are voted on in the order that nominations are made. Voting continues until one nominee attains a majority vote. Once officers are elected, the mayor turns the gavel over to the newly elected president. TRANSFER OF GAVEL FROM MAYOR TO PRESIDENT 1 V. ADDITIONS TO THE COUNCIL MEETING AGENDA In accordance with Act 65 of 2021, If a matter is not on the Agenda, Council cannot take official action on it with some exceptions. The Council can act on matters relating to potential or real emergencies. Council may add a matter of agency business to its agenda through majority vote. The Council should state the reason why the action item is being added to the agenda. Council may vote to add an action item(s) to the agenda. VI. PUBLIC COMMENT (oral) The officers of council have decided to try combining agenda and non-agenda public comments. This Public Comment period is for oral comments regarding any action items listed on this meeting agenda or any comments in general. No deliberations will be entered into by Council at this time. Please sign in, come to the podium at the appropriate time, state your name and address and which item you are speaking about. Please try to limit comments to three minutes maximum. VII. COMMUNICATIONS (written) VIII. CONSENT AGENDA All items listed on the Consent Agenda are considered to be routine and will be acted upon by a single motion. There will be no separate discussion of these items unless members of the Council request specific items to be removed for separate action. Council Action Requested General Council Meeting Minutes December 19, 2022 Call for a motion/2nd to approve the Consent Agenda IX. REPORTS Please try to limit all reports/rebuttals/deliberations to three minutes maximum. DEPARTMENT OFFICIAL/ REPORT STAFF Mayor Mayor Johnson Verbal Office of Community Affairs (OCA) Ms. Thompson Submitted Memo Attached X. CURRENT and OLD BUSINESS 2023 Bellefonte Borough Fees Schedule - amended. Motion/ 2nd to approve the 2023 Bellefonte Borough Fees Schedule. Bellefonte Borough Authority approved a recommendation to Council to appoint Doug Johnson to the Authority. Motion/ 2nd to appoint Doug Johnson to the Bellefonte Borough Authority. ABC Appointments/ Reappointments. Council action requested. Short Term Rental Ordinance Draft. Council should consider comments received and determine any next steps – further consideration, amendments, solicitor review of any proposed changes, etc. Council meeting schedule for 2023. The June 5th council meeting conflicts with the Boroughs Association Annual Conference in Hershey June 4th -7th. I advertised, as an alternate date, Wednesday, June 7th. CNET can cover our meeting on the 7th if council approves moving the June 5th meeting to June 7th. Council may take action to move the June 5th Council meeting to June 7th – same time 7:30 PM. 2 XI. NEW BUSINESS Consider Items from the Goals/Issues list to be scheduled for the 01.17.2023 Council Work Session. Call for a motion and second of goals to consider for the 01.17.2023 Work Session. XII. COUNCIL MEMBER COMMENTS/FOR THE GOOD OF THE ORDER Please try to limit all comments/rebuttals to three minutes maximum. XIII. ADJOURNMENT The council meeting will be adjourned at or as close as possible to 9:00 PM The Council Code of Conduct and the 2023 List of Goals/action items will be included with each Agenda. 3
