Dixon building at 7:00 p.m. on November 17, 2016. The meeting was called to order at 7:00 p.m. by Acting Chairman Zimmerman. Roll called, quorum declared. Acting Chairman Zimmerman noted that all Zoning Board cases heard at this meeting will be considered at the December 5, 2016 City Council meeting. Acting Chairman Zimmerman asked if there were any corrections to be noted for the October 27, 2016 Zoning Board of Appeals meeting minutes. No corrections were made hence the minutes were approved by the Board. Acting Chairman Zimmerman explained the emergency procedures if needed. -------------------------------------------------------------------- The following cases were heard:  39-Nov16 – William Zink/ City of Belleville – A request to Rezone the property at 1020 Freeburg Avenue (Parcel number: 08-27.0-313-016) from "A-1" Single Family Residence District to "C-2" Heavy Commercial District. (Applicable portion of the Zoning Code: 60-6-1 through 60-6-7 and 60-6-47 through 60-6-52.) Ward 6 Mr. Zink stated that he plans on living at the property, but would like the option to sell the property as commercial since he is surrounded by commercial properties. Also, a portion of his property may be used in the creation of a roundabout on Freeburg Avenue soon. Page 1 ~ Zoning Board of Appeals, November 17, 2016 Alderman Pusa spoke in support of the request stating that Mr. Zink should have the opportunity to sell the property as commercial if need be. With no further discussion, Acting Chairman Zimmerman asked for a motion. A motion was made by Don Rockwell to APPROVE the request. It was seconded by Toni Togias. All members present voted in the affirmative. The motion carried. 4-0.  40-Nov16 – Torres Corporation – A request for a Special Use Permit for a liquor license at 4311 West Main Street (Parcel number: 08-18.0-212-029) located in a "C-2" Heavy Commercial Zoning District. (Applicable portion of zoning code: 60-6-50.) Ward 3 Mr. Torres explained the request stating that the business is staying "as is." He is simply taking over as the sole business owner after his partner left, and is requesting the liquor license in his name only. With no further discussion, Acting Chairman Zimmerman asked for a motion. A motion was made by Toni Togias to APPROVE the request IN THE NAME OF THE APPLICANT ONLY. It was seconded by Tim Price. All members present voted in the affirmative. The motion carried. 4-0. Don Rockwell made a motion to ADJOURN, which was seconded by Tim Price. All members present voted aye.
