The Zoning Board of Appeals meeting was held at Lindenwood University, 2600 West Main St., Alan J. Dixon building at 7:00
p.m. on December 15, 2016.
The meeting was called to order at 7:00 p.m. by Chairman Nollman. Roll called, quorum declared.
Chairman Nollman noted that all Zoning Board cases heard at this meeting will be considered at the January 3, 2016 City
Council meeting.
Chairman Nollman asked if there were any corrections to be noted for the November 17, 2016 Zoning Board of Appeals
meeting minutes. No corrections were made hence the minutes were approved by the Board.
Chairman Nollman explained the emergency procedures if needed.

The following cases were heard:
41-Dec16 – Ben & Yvette Pete – A request for a Use Variance in order to operate a church at 621 South Belt West
(Parcel number: 08-28.0-306-013.) located in an "C-2" Heavy Commercial Zoning District. (Applicable portion of
zoning code: 60-6-49, 60-12-14.) Ward 5
Mr. Pete explained the request stating that the suite number is actually 617, not 621. Mr. Pete stated that there are
approximately fifty-six (56)parking spaces available, the proposed hours of operation are Monday, Wednesday, and Sunday:
mornings and afternoons, and there are approximately ten (10) parishioners. Mr. Pete noted that The EDGE shares the parking

lot sometimes, but he doesn't anticipate them having to share the lot at the same time since his proposed hours are not during
The EDGE's busy times.
There was no one in the audience who wished to speak in favor or against the request.
Additional public comments:
Marlene Strausbaugh asked about the number of parking spaces available.
With no further discussion, Chairman Nollman asked for a motion.
A motion was made by Rebecca Boyer to APPROVE the request. It was seconded by Patrick Sullivan. All members
present voted in the affirmative. The motion carried. 7-0.
42-Dec16 - Arthur & Joyce Boze - A request for a Use variance in order to operate a storage building for a
landscaping business at 8 Dexter Lane (Parcel: 08-23.0-303-072.) located in an "B-1" Multi-Family Residence Zoning
District. (Applicable portion of zoning code: 60-6-24, 60-12-14.) Ward 7
Mr. Boze, son of the property owner, explained that his father is planning on selling the property to his son-in-law to operate a
storage building for a landscaping business. He went on to explain that the building was built as a storage building, not a
residence.
Mr. Altepeter, proposed buyer, explained that he will store two (2) dump trailers, a work truck, and utilize the existing semi-
trailer on the site. He said that the property is not fenced in, but is lined by trees. He would like to build storage bins in the
back yard to house landscaping material such as mulch and rock. He will keep smaller equipment stored inside. There are
security system and lights already in place. He will not have clients coming there; just himself and employees. He will have
deliveries from Sonnenberg or business's as such, deliver to the property. He doesn't plan on utilizing the property after
5:00pm or 6:00pm daily.
Alderman Elmore spoke in support of the request.
Spoke in opposition:
Luke Rompel, property owner of a neighboring apartment complex, is opposed to the request due to his tenants having to look
into a yard full of mulch, rock, and landscaping material piles. He is also concerned with noise from the business disrupting his
tenants. He believes it will lower his property value.
Additional public comments:
Pat Grimes, property owner of a neighboring apartment complex, is concerned with the safety of the children playing in
regards to an increase in traffic if a business is operating at the subject property.
With no further discussion, Chairman Nollman asked for a motion.
A motion was made by Steve Zimmerman to APPROVE the request with the following stipulation: (1.) Any materials
that will be stored outside would be enclosed in a fenced in area at least six (6) feet in height. It was seconded by Toni
Togias. All members present voted in the affirmative. The motion carried. 7-0.
43-Dec16 – Sylvia Prothro – A request for a Use Variance in order to operate a church at 1646 Lebanon Ave. (Parcel
number: 08-14.0-105-023.) located in an "C-2" Heavy Commercial Zoning District. (Applicable portion of zoning code:
60-6-49, 60-12-14.) Ward 1
Ms. Prothro explained the request stating that the proposed days of operation will be Wednesday and Sunday, it is a small
congregation, with plenty of parking at the subject site.
With no further discussion, Chairman Nollman asked for a motion.
A motion was made by Don Rockwell to APPROVE the request. It was seconded by Rebecca Boyer. All members
present voted in the affirmative. The motion carried. 7-0.

44-Dec16 – Sikorski Sign – A request for a Use Variance in order to operate a sign manufacturing company at 4407
North Belt West (Parcel number: 08-07.0-424-010.) located in an "C-2" Heavy Commercial Zoning District. (Applicable
portion of zoning code: 60-6-49, 60-12-24.) Ward 4
Jim Gomric, representative of Sikorski Sign and Minton Outdoor, explained the request stating that both businesses have
outgrown the current site at 48th Street and has plans to purchase the subject property to operate Sikorski Sign and Minton
Outdoor.
With no further discussion, Chairman Nollman asked for a motion.
A motion was made by Patrick Sullivan to APPROVE the request. It was seconded by Tim Price. All members present
voted in the affirmative. The motion carried. 7-0.
Don Rockwell made a motion to ADJOURN, which was seconded by Tim Price. All members present voted aye. Chairman
Nollman adjourned the meeting at 7:55 p. m.
