MEMORANDUM DATE: June 5th, 2025 TO: City of Bellevue FROM: Merrick & Company JOB NO.: 150126.030A SUBJECT: Drinking Water Improvements Project Status Report 1.1 Purpose of Memorandum • Provide clear status of project to the City leadership, community, and project stakeholders. • Be transparent and inclusive with the City leadership, community, and project stakeholders on engineering and construction activities. • Resolve questions that may arise surrounding project activities and near future project activities. 1.2 Project Activities Completed A summary of activities completed by Merrick & Company from April 5th through June 5th, 2025, is provided below: • Ongoing communication and coordination with Idaho Department of Environmental Quality (IDEQ) regarding project schedule, Amended Compliance Agreement Schedule (ACAS), and the future State Environmental Review Process (SERP) and associated IDEQ requirements. • Provision of Communication Memorandum to Council on May 7th that detailed communications with IDEQ regarding the ACAS. • Project status presentations to Council at the April 14th and the May 12th public meetings. • Reviewed City and Landowner Memorandum of Understanding (MOU) regarding allowable onsite activities for the property boundary survey and topographic survey. Permission to access the Landowner’s property to conduct a survey to determine existing easements, existing facilities, points of diversion, pipelines, and property boundaries was granted through an executed MOU between the City and the Landowner on April 29th, 2025. Access to the Landowner’s property must be in accordance with the MOU, including prior notice and approval by the Landowner. • Coordination with and land access approval received from Landowner, regarding allowable onsite activities for the property boundary survey and topographic survey in the month of June. • Coordination with land surveyor, Sawtooth Land Surveying (Sawtooth), regarding allowable onsite activities for the property boundary survey and topographic survey in the month of June. • Correspondence with Mayor, and Public Works Director regarding survey activities and meeting coordination. 1161 W River Street, Ste. 130 idaho@merrick.com Tel: +1 208-780-3990 www.merrick.com Boise, Idaho 83702  City of Bellevue-Drinking Water Project Status Report 1.3 June 2025 Milestones & Deliverables • June 4th through 11th o Sawtooth performing monumentation and property boundary survey by foot (not with trucks or other vehicles) on Landowner’s property within the existing easement boundaries. Sawtooth has been instructed to use a “no-trace” approach per the Landowner’s request.  Approved by Landowner via email on June 2nd • June 9th through 11th o City and Merrick performing onsite water system evaluation by foot (not with trucks or other vehicles) and utilizing GPS equipment to support transmission line locating on Landowner’s property, within the existing easement boundaries, using a “no-trace” approach.  Approved by Landowner via email on June 2nd • Starting June 12th o Sawtooth gathering information on existing springs collection and existing transmission facilities to possibly relocate existing transmission main within right of way in Muldoon Canyon Road. Sawtooth has been instructed to use a “no-trace” approach per the Landowner’s request.  Approved by Landowner via email on June 2nd • Additional onsite activities and dates will be communicated with the Landowner as required. • Starting June 16 th o City and Merrick work on identifying existing water system facilities using a “no-trace” approach, perform data collection services, and discussing informational requirements for surveying activities with Sawtooth.  Approved by Landowner via email on June 2nd • Additional onsite activities and dates will be communicated with the Landowner as required. 1.4 Longer-term Milestones, Deliverables, & Requirements • Sawtooth to complete land survey work and produce a property boundary survey that shows the points of diversion, existing facilities, property lines, and existing easement boundaries. This is the first deliverable. • Once the property boundary survey is complete, Sawtooth will then prepare a topographic survey that includes features of interest and possible location of a transmission main. Associated maps will also be developed by Sawtooth. • Merrick will review the survey instruments with the City and Landowner. • Additional negotiations between the City and the Landowner will likely be required to provide additional access for Merrick and City’s subconsultants to perform additional preliminary engineering investigations and studies, including Wetlands and Cultural Resource Surveys, the SERP and other IDEQ-required reports and/or documents, and other interests the City may decide. o Currently, access to perform these IDEQ-required milestones and produce the IDEQ- required deliverables are not included in the City and Landowner MOU.
