Note: The time allowed shall not exceed 30 minutes, and speakers will be called in order from
the sign-up sheet. If the number of speakers signed up to speak will exceed the 30-minute
period, the Chair is authorized to give preference to (1) persons speaking to items on that
meeting's Agenda or anticipated to come on the Agenda within one month and/or (2) to persons
who have not spoken to Council in the last quarter. A maximum of three persons are permitted
to speak to each side of any one topic.

statement. This will come back at a future meeting for adoption.)
c) 16-386 Discussion of the Preliminary 2017-2018 Operating Budget and the 2017-2023
Capital Investment Program (CIP) plan.
(For information and discussion. This is the second in a series of discussions
prior to final budget adoption.)
d) 16-387 Utilities Department Proposed 2017-2018 Budget and Rates
(Staff is seeking feedback and direction regarding the Utilities Department
proposed budget and rates for 2017-2018.)
e) 16-388 LID Principles Project, Clearing and Grading Code and Storm and Surface
Water Code Proposed Code Amendments Correlation Memo

(Staff seek Council direction to move forward with code amendments prior to
the December 31, 2016 deadline.)
g) 16-390 NPDES Code Amendments to the Clearing and Grading Code
(Staff seek Council direction to move forward with code amendments prior to
the December 31, 2016 deadline.)
h) 16-391 Low Impact Development Principles Project Recommendations
(Continued discussion of the Planning Commission’s recommendation to amend
the Land Use Code to incorporate Low Impact Development principles. Staff
seeks Council direction to return with final ordinances for adoption prior to the
December 31, 2016 deadline.)
i) 16-392 Update on the Grand Connection Visioning Process
(For information and discussion. Staff seek Council input on the I-405 crossing
alternatives.)
