a) 16-370 Labor Negotiations - RCW 42.30.110 (Approximately 10 minutes)

Note: The time allowed shall not exceed 30 minutes, and speakers will be called in order from
the sign-up sheet. If the number of speakers signed up to speak will exceed the 30-minute
period, the Chair is authorized to give preference to (1) persons speaking to items on that
meeting's Agenda or anticipated to come on the Agenda within one month and/or (2) to persons
who have not spoken to Council in the last quarter. A maximum of three persons are permitted
to speak to each side of any one topic.
4. Study Session Items
a) 16-371 Council Business and New Initiatives
b) 16-372 Introduction of the Transportation Commission’s recommendation to amend the
Transportation Development Code to incorporate Low Impact Development
(LID) Principles, and discussion of the work remaining to complete the LID
Principles Project. The LID Principles Project is required under the Washington
State Department of Ecology’s 2013-2018 National Pollutant Discharge
Elimination System (NPDES) Phase II Municipal Stormwater Permit.
(For direction. Tonight is the first in a series of study sessions covering
recommended Code amendments to incorporate LID Principles. Staff is seeking
adoption of changes by November 21, 2016).
c) 16-373 Introduction of the Planning Commission’s recommendation to amend the Land

d) 16-374 Public Hearing on the Critical Areas Overlay Update needed for consistency
with the Growth Management Act (GMA) requirement of jurisdictions planning
under RCW 36.70A.040.
(Public Hearing scheduled for 8:00 pm. Following the hearing, staff seeks
direction to return to Council on October 17, 2016 with a Resolution for final
action.)

e) 16-375 140th Avenue NE Neighborhood Park plan in the Bridle Trails neighborhood.
(For direction. Staff will review the community outreach process and
development plan for the proposed park and is seeking input from Council
before moving forward with future steps.)
f) 16-376 Update on the Grand Connection Visioning process, upcoming work and events,
and a summary from the Bellevue Downtown Association (BDA) Study Tour to
San Jose.
(For Information. Staff will provide an update on the Grand Connection
visioning process and next steps on upcoming activities.)
