Approval of Agenda 3. Communications - Written and Oral Note: The time allowed shall not exceed 30 minutes, and speakers will be called in order from the sign-up sheet. If the number of speakers signed up to speak will exceed the 30-minute period, the Chair is authorized to give preference to (1) persons speaking to items on that meeting's Agenda or anticipated to come on the Agenda within one month and/or (2) to persons who have not spoken to Council in the last quarter. A maximum of three persons are permitted to speak to each side of any one topic. 4. Study Session Items a) 18-466 Council Business and New Initiatives b) 18-467 Remote Participation Request (October 15, 2018 Meeting) c) 18-468 Uniform model ordinance for business licensing amending the City’s Business & Occupation tax and administrative tax code. (Direction. Staff will update Council on the business licensing changes required by State law and seek direction on legislation to be adopted at a future date.) d) 18-469 Discussion of draft Resolution authorizing the use of digital and electronic signatures in the City of Bellevue. (Direction. Staff is seeking direction to bring forward a Resolution authorizing use of digital and electronic signatures.) e) 18-470 Introduction of a new Emergency Assistance Program to the Utility Rate Relief Program. (Direction. Staff is seeking Council direction on recommended changes to the Utility Rate Relief Program.) f) 18-471 Cultural and Economic Vitality Office Third Quarter Update, July - September 2018. (For information. Staff will provide an update on activities from the 3rd quarter of the year.)
