The total time for oral communications is 30 minutes. If the number of speakers signed up to

will be allowed up to three minutes to speak, and a maximum of three persons are permitted to

b) ORD 6592 Ordinance to facilitate the disbursement of American Rescue Plan Act (ARPA)
funding by (1) amending Ordinance 6557, adopted December 14, 2020, as
previously amended, to increase the appropriation to the 2021-2022 Operating
Grants, Donations, and Special Reserves Fund in an amount of $8,000,000; and (2)
authorizing the City Manager or his designee to execute and implement all agreements
necessary to disburse said funds for residential eviction prevention and rent/mortgage
relief, workforce programing and resource navigation, and rent assistance for small
businesses and nonprofits, including execution of agreements with nonprofits and
community organizations to provide the services, in accordance with the requirements
of the Act and the direction of the City Council.
c) RES 9976 Resolution authorizing execution of a five-year wireless communications facilities site
lease agreement with New Cingular Wireless PCS, LLC, including a five-year
extension option, for operation of an existing wireless communications facility within
the Coal Creek Natural Area at 15502 Newcastle Golf Club Road.
d) RES 9977 Resolution authorizing execution of Amendment 2 to increase the Professional
Services Agreement with Bohlin Cywinski Jackson by $1,871,776, for a total
contract amount not to exceed $5,914,476, plus all applicable taxes, for design and
engineering services for the future construction of Fire Station 10 and Fire Station 5.
e) RES 9978 Resolution authorizing execution of a Job Order Contract (JOC) agreement with
Saybr Contractors, Inc. for an initial term of two years with an option to renew for
one year, in an amount not to exceed annually $4,000,000, plus all applicable taxes.
f) RES 9979 Resolution authorizing execution of a Job Order Contract (JOC) agreement with
Centennial Contractors Enterprises, Inc. for an initial term of two years with an option
to renew for one year, in an amount not to exceed annually $4,000,000, plus all
applicable taxes.
g) RES 9980 Resolution authorizing execution of a real estate purchase and sale agreement
between Crigeon Industries LLC, and the City of Bellevue, for the sale of the “Old
Fire Station No. 3” property, located at 14822 Bellevue Redmond Road, in Bellevue.

h) ORD 6593 Ordinance 1) repealing Ordinance No. 6591; 2) authorizing execution of a grant
agreement (and supplements as necessary) with the Washington Traffic Safety
Commission (WTSC) to accept up to $150,000 in state funding to conduct the
School Zone Ped-Bike Road Safety Assessments (RSA) project adjacent to select
schools in the Bellevue School District; 3) amending the 2021-2022 General Capital
Investment Program (CIP) Fund to increase the appropriation by $150,000; and, 4)
amending the 2021-2027 CIP Plan to increase the budget for the Vision Zero Rapid
Build Data Driven Safety Program (CIP Plan No. PW-R-205) by $150,000.
9. Public Hearing
a) 21-570 Public Hearing on Ordinance No. 6585, imposing an interim official control to amend
sections 20.10.440, 20.25A.050, 20.25D.070, 20.25F.010, 20.25L.020, and
20.25P.050 of the Land Use Code (LUC) to allow permanent supportive housing
and transitional housing in all land use districts where residential dwellings and/or
hotels and motels are allowed, and to allow Homeless Services Uses in all land use
districts where hotels and motels are allowed; amending the definition of Homeless
Services Uses section in LUC 20.20.455 for conformance and consistency with state
law; providing for severability; and establishing an effective date.
b) 21-569 Public Hearing on Ordinance No. 6586, imposing an interim official control to amend
sections 20.20.120, 20.20.700, and 20.50.020 of the Land Use Code (LUC) to
remove limitations on the number of unrelated persons that may occupy a dwelling
unit, and amend LUC 20.50.044 and LUC 20.50.046 for clarification and
consistency; providing for severability; and establishing an effective date.

a) ORD 6594 Ordinance approving with conditions the rezone application of the Sunset North Lot
10 Rezone submitted by Sunset North, LLC; a rezone of a 7.2-acre site located at
3002 139th Avenue SE from Office Limited Business (OLB) to Eastgate Transit
Oriented Development (EG-TOD) and for clarification of associated concomitant

12. Other Ordinances, Resolutions and Motions
a) ORD 6595 Ordinance of the City of Bellevue, Washington, 1) providing for the issuance of a
limited tax general obligation refunding bond of the City in a maximum principal
amount of $110,000,000, to evidence the City’s obligations under a TIFIA loan
agreement with the United States Department of Transportation; 2) authorizing
execution of the loan agreement, the delivery of the bond to the United States
Department of Transportation, and the payment of costs of issuance of the bond; and
3) delegating the authority to approve the terms of the loan agreement and the final
form and terms of the bond.
b) ORD 6596 Ordinance adopting the Human Services Commission’s 2021-2022 HB 1590 funding
recommendations; authorizing the City Manager or his designee to enter into contracts
with local human services agencies in accordance with the recommendations; and
amending Ordinance 6557, adopted December 14, 2020, as previously amended, to
increase appropriations to the 2021-2022 Housing Trust Fund and Human Services
Fund each in the amount of $1,659,422.

Approval of Agenda: The time at which the agenda is approved. Councilmembers or the City Manager
may also suggest adding, withdrawing or moving the order of items on the agenda at this time. A
simple majority of Councilmembers present may vote to approve as written or as amended.
Oral Communications: This agenda item provides an opportunity for members of the public to address
the Council on any subject except quasi-judicial matters or matters scheduled for a public hearing
before the Council. The total time for oral communications is 30 minutes, and speakers must limit
their presentation to 3 minutes. A maximum of three persons are permitted to speak to each side of
any one topic.
Consent Calendar: Those matters of business that require action by the Council which are considered
to be of a routine and non-controversial nature are placed on the consent calendar. The individual
items on the consent calendar are typically approved, adopted, or enacted by one motion of the
Council.
Public Hearings: Hearings held to receive public comment on important matters before the Council,
allowing the public an opportunity to provide input for Council consideration in the decision-making
process.
Study Session Items: Council reviews and determines the approach to be used on significant policy
issues, to receive progress reports on current issues, or to receive information from the City
Manager, staff, or other regional officials.
Land Use: This is the point on the agenda when land use matters, including the City Hearing
Examiners’ decisions and recommendations on various land use applications, as well as appeals, are
taken up for Council discussion and action. Often the items taken up under this agenda item are
quasi-judicial in nature.
Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative
capacity.
Quorum: Minimum number of voting members who must be present for business to be conducted. A
quorum of the Bellevue City Council is four (4) members, a simple majority.
Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding
form of Council action and may be changed or repealed only by a subsequent ordinance.
Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types
of administrative action.
Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize
disposition of routine items of business on the Council agenda. It may also be used to direct staff to
take certain administrative actions.

Executive Session: Private sessions that may be held by the City Council only for the purposes
specified in RCW 42.30.110. These include, but are not limited to, issues concerning the buying and
selling of real property, certain personnel issues, and litigation. The purpose and length of Executive
Sessions is publicly announced prior to recessing into Executive Session.
