City of Bellevue Page 2 Printed on 12/10/2021 City Council Regular Meeting Meeting Agenda December 13, 2021 i) RES 10045 Resolution authorizing the purchase of 11 adult changing tables from Harbor Medical Inc. in the amount of $94,807, plus all applicable taxes, for installation in restrooms throughout the Parks system. j) RES 10046 Resolution authorizing execution of an amendment to renew an agreement with Stein, Lotzkar and Starr, P.S., Inc., to provide public defense services for the period January 1, 2022 through December 31, 2025, in the amount of $915,036 per year plus all applicable taxes for up to 1,812 cases annually, plus other sums as provided for therein, including appeals and court costs. k) RES 10047 Resolution authorizing an amendment to an agreement with Cornerstone OnDemand, Inc., in the amount of $89,924.73, plus all applicable taxes, to add Content Anytime Leadership & Management, Content Anytime Professional Skills, and Diversity, Equity & Inclusion training courses for one year, plus all applicable taxes, with the option to extend the services for an additional year at a 2 percent fee increase. l) RES 10048 Resolution authorizing the execution of a contract with Great Western Recreation for the demolition of existing play equipment and the purchase and installation of new play equipment at Cherry Crest Mini Park, in an amount not to exceed $101,415.16, plus all applicable taxes. m) RES 10049 Resolution authorizing the execution of Amendment No. 3 to the Aon Risk Insurance Services West Inc. Professional Service Agreement to increase the total not to exceed amount of $400,000, plus all applicable taxes to a not to exceed amount of $480,000, plus all applicable taxes and to extend the term of the Agreement from September 1, 2021 to March 31, 2022. 9. Public Hearings: Hearings held to receive public comment on important matters before the Council, allowing the public an opportunity to provide input for Council consideration in the decision-making process. Study Session Items: Council reviews and determines the approach to be used on significant policy issues, to receive progress reports on current issues, or to receive information from the City Manager, staff, or other regional officials. Land Use: This is the point on the agenda when land use matters, including the City Hearing Examiners’ decisions and recommendations on various land use applications, as well as appeals, are taken up for Council discussion and action. Often the items taken up under this agenda item are quasi-judicial in nature. Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative capacity. Quorum: Minimum number of voting members who must be present for business to be conducted. A quorum of the Bellevue City Council is four (4) members, a simple majority. Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding form of Council action and may be changed or repealed only by a subsequent ordinance. Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types of administrative action. Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize disposition of routine items of business on the Council agenda. It may also be used to direct staff to take certain administrative actions.
