PW-M-19 & W-16) to Laser Underground & Earthworks as the lowest responsible and responsive bidder, contingent on receiving concurrence from the Washington State Department of Transportation (WSDOT), in the amount of $2,058,766.00, plus all applicable taxes. d) 22-695 Motion to award Bid No. 22024 for Parksite Reservoir Interior Recoating and Rehabilitation/Repairs to Southern Road & Bridge, LLC, as the lowest responsive and responsible bidder, in an amount not to exceed $1,173,225.60 plus all applicable taxes (CIP Plan No. W-85). e) ORD 6682 Ordinance 1) amending the 2021-2027 General Capital Investment Program (CIP) Plan to increase the budget for the 124th Avenue NE - Ichigo Way to Northup Way project (CIP Plan No. PW-R-191) and decrease the budget for the NE Spring Boulevard Zone 4 project (CIP Plan No. PW-R-174) by $8,018,616; and 2) awarding Bid No. 22000, 124th Avenue NE - Ichigo Way to Northup Way (CIP Plan No. PW-R-191) to Active Construction Inc. as the lowest responsible and responsive bidder, in the amount of $23,145,830, plus all applicable taxes. f) ORD 6683 Ordinance (1) authorizing an amendment to a sub-contract with the Dispute Resolution Center of Kitsap County, as lead fiscal agent for Resolution Washington, to accept an additional $165,832 in grant funding from the Administrative Office of the Courts (under personal services agreement PSC22019), to support Eviction Resolution Services offered through the Bellevue Conflict Resolution Center’s Eviction Resolution Pilot Program during state fiscal year 2022 to 2023; and (2) amending the 2021-2022 Operating Grants, Donations, and Special Reserves Fund to increase the appropriation by $137,446. (Contract No.1750306) in the amount of $558,198, plus all applicable taxes, to provide engineering support services during construction of the 124th Avenue NE - Ichigo Way to Northup Way (CIP Plan No. PW-R-191) project. j) RES 10153 Resolution authorizing execution of an amendment to a Professional Services Agreement with McKee Appraisal Real Estate & Consulting Services (McKee), for an additional amount not to exceed $130,000 plus all applicable taxes, for continued appraisal and real estate services related to the 124th Avenue NE - NE 12th Street to NE Spring Boulevard Project (PW-R-169). k) RES 10154 Resolution authorizing execution of an agreement with Hughes Fire Equipment, Inc. to purchase two replacement fire engines for the Bellevue Fire Department, in an amount not to exceed $2,155,989, plus all applicable taxes. 9. Approval of Agenda: The time at which the agenda is approved. Councilmembers or the City Manager may also suggest adding, withdrawing or moving the order of items on the agenda at this time. Oral Communications: This agenda item provides an opportunity for members of the public to address the Council on any subject except quasi-judicial matters or matters scheduled for a public hearing before the Council. The total time for oral communications is 30 minutes, and speakers must limit their presentation to 3 minutes. A maximum of three persons are permitted to speak to each side of any one topic. Consent Calendar: Those matters of business that require action by the Council which are considered to be of a routine and non-controversial nature are placed on the consent calendar. The individual items on the consent calendar are typically approved, adopted, or enacted by one motion of the Council. Public Hearings: Hearings held to receive public comment on important matters before the Council, allowing the public an opportunity to provide input for Council consideration in the decision-making process. Study Session Items: Council reviews and determines the approach to be used on significant policy issues, to receive progress reports on current issues, or to receive information from the City Manager, staff, or other regional officials. Land Use: This is the point on the agenda when land use matters, including the City Hearing Examiners’ decisions and recommendations on various land use applications, as well as appeals, are taken up for Council discussion and action. Often the items taken up under this agenda item are quasi-judicial in nature. Quasi-Judicial: Matters where the Council acts in their judicial capacity rather than their legislative capacity. Quorum: Minimum number of voting members who must be present for business to be conducted. A quorum of the Bellevue City Council is four (4) members, a simple majority. Ordinance: Ordinances are legislative acts or local laws. They are the most permanent and binding form of Council action and may be changed or repealed only by a subsequent ordinance. Resolution: Legislation that is adopted to express the policy of the Council or to direct certain types of administrative action. Motion: A motion is typically used to indicate majority approval of a procedural action or to authorize disposition of routine items of business on the Council agenda. It may also be used to direct staff to take certain administrative actions. These include, but are not limited to, issues concerning the buying and selling of real property, certain personnel issues, and litigation.
