Arts Commission Minutes City of Bellingham, Washington Tuesday 5:00 PM November 5, 2024 Mayor's Boardroom & Zoom Video Recorded https://meetings.cob.org Call to Order The Arts Commission meeting (video) was called to order by the Chair at 5:00 PM. • Commission members present: Amy Chaloupka (Chair), Phillip Freytag, Patricia McDonnell, Eric Shew and Jody Bento • Commission members absent: None • Staff members present: Tara Sundin, PCDD; Darby Galligan, PCDD. Tim Hohmann, Public Works (presenter) • Guests: Alex McLean Approval of Minutes p. 2 Alex McLean requested the spelling of his name be corrected in the September minutes. Amy C. moved and Phillip F. seconded to approve the September minutes with the requested edit. All in favor, motion carried. Agenda Items 1. Padden Creek Percent for Arts Approach p. 7 Tim Hohmann provided a description of two projects on the interurban trail and one on 30th street which will cost an estimated $12M and are subject to the Percent for Arts ordinance. Staff recommended combining the funding for these three projects for a total artwork budget of $120k. Tim provided an overview of each project location and that there is no suitable location to integrate artwork at these sites. Instead, the recommendation is that staff work with interested stakeholders (including surrounding neighborhood association representatives) and interested Commissioners to review access points along Padden Creek and return to the BAC with a specific recommendation for artwork location. Wendy Scherrer from the Happy Valley Neighborhood Association provided public comment on the history of creek stewardship in this area and her interest in participating in the location review. Tara Sundin provided an overview of the artwork selection process.  2. BAC Policy & Procedures Revision p. 23 Tara S. provided a brief overview that the only change at this time is to adjust the meeting time from 6:00 PM to 5:00 PM Motion moved and seconded. All in favor, motion carried. Other Business 1. Public Comment Period A member of the public requested information on who to connect with regarding grant money for Big Rock Garden. Tara S. directed them to reach out to staff. Alex M. reiterated the interest of the Happy Valley Neighborhood Association in being involved with the siting of artwork for the Padden Creek Percent for Art project. 2. For the Good of the Order and Announcements Tara S. thanked Jody B. and Patricia M. for their assistance with reviewing maintenance recommendations for the public artwork collection and providing resources. Amy C. announced that the Ricki piece has been repaired by the Museum Foundation and is currently in storage awaiting assessment of a new location. The former location on the bluff behind Old City Hall was determined unsuitable due to high winds. There was discussion of the need for additional funds for installation at a new location.
