City of Bellingham Finance and Economic Development Committee Minutes November 9, 2020, 1:35 PM Mayor Seth Fleetwood Contact: (360) 778-8200, ccmail@cob.org Council Members, Pinky Vargas, Chair www.cob.org/council Lisa Anderson, Hollie Huthman All meetings are held in the City Hall Council Chambers at 210 Lottie Street, Bellingham, WA, unless otherwise noted. Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Finance and Economic Development Pinky Vargas, Chair Lisa Anderson, Hollie Huthman 22807 1. Lodging Tax Advisory Committee's 2021 Budget Recommendations p. 3 Tara Sundin, Economic Development Manager, explained the recommedation and how it is based on a reduction of approximately $900,000 in 2020 revenue and $800,000 in 2021. Extreme revenue reduction has impacted several programs as outlined in the attached memorandum in the agenda packet. Lisa Anderson moved to accept the recommendations. MOTION CARRIED 3-0. 22808 2. An Ordinance Amending the 2019-2020 Biennial Budget Increasing p. 8 Estimated Revenues and Appropriations and Transferring Funds Hollie Huthman moved to recommend approval. MOTION CARRIED 3-0. A Resolution Making a Declaration of Substantial Need for the p. 13 Purposes of Setting a Limit Factor for the Property Tax Levy for 2021 Forrest Longman, Deputy Finance Director, explained the resolution is required to increase the levy by one percent. Lisa Anderson moved to recommend approval of the resolution. MOTION CARRIED 3-0. 22767 4. An Ordinance Establishing the Property Tax Levy for 2021 p. 16 Forrest Longman, Deputy Finance Director, explained that the property tax is based on the assessed value of the property. Hollie Huthman moved to recommend approval of first and second reading of the ordinance. MOTION CARRIED 3-0. 22809 5. Resolution Adopting a Self-Insurance Program p. 21 Brian Heinrich, Deputy Administrator, outlined the City's continued goals to provide affordable, comprehensive benefit options for employees. Self- insurance is not adding any additional costs to the City. It is budgeted appropriately and Premera will still be the City's provider. Hollie Huthman moved to recommend approval of the resolution at the City Council Meeting. MOTION CARRIED 3-0.
