Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote in the order shown below: Committee of the Whole Gene Knutson, Chair Hannah Stone, Daniel Hammill, Pinky Vargas, Lisa Anderson, Michael Lilliquist, Hollie Huthman Please be advised that if the City Council is ahead of schedule, they may start with old/new business before the official Committee of the Whole meeting time. 22650 1. Consideration to Amend Addendum No. 1 to the Interlocal Cost p. 3 Sharing Agreement Related to COVID-19 Health Crisis Between Whatcom County and the City of Bellingham Tara Sundin, Economic Development Manager, outlined the second amendment to the interlocal cost sharing agreement. The amendment reflects the decreasing financial obligation of the City and increasing obligation to the County because of federal funding they will receive. Daniel Hammill / Hollie Huthman moved to recommend approval of the amendment. MOTION CARRIED 7-0. Committee of the Whole Minutes Page 1 November 9, 2020 22810 2. A Resolution Setting the Dates and Times of the 2021 City Council p. 21 Meetings Daniel Hammill / Pinky Vargas moved to recommend approval with revision of dates in August. MOTION CARRIED 5-2, Hannah Stone, Michael Lilliquist opposed. 3. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Daniel Hammill moved to approve Committee Meeting minutes from October 26, 2020. MOTION CARRIED 6-0-1, Pinky Vargas abstained. 4. Old/New Business Council Member Hammill shared that tomorrow there is joint meeting at 11:30 a.m. between the Justice Committee and the Behavioral Health Committee and the Incarceration and Prevention Reduction Task Force. He encouraged all to watch. Council Member Lilliquist announced that the Whatcom County Transit Authority is hiring a new general manager. The current manager is retiring at the end of the year. There will be candidates for consideration on a virtual meeting, Thursday, November 12 at 6:30 PM. Council President Knutson, explained that due to time constraints, the Public Comment period will be suspended for this evening's meeting. Adjournment Committee of the Whole moved into Executive Session at 3: 22 PM to discuss the following item: Potential Property Acquisition (Marriner approx. 10 minutes) Council President Knutson reconvened the Committee of the Whole to adjourn at 3:39 PM.
