Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24593 1. Utility-wide Financial Update, Proposed Rate Increases, and Proposed Expansion of p. 3 Customer Assistance Program Mike Olinger, Public Works Deputy Director, Mike Wilson, Assistant Director of Engineering, Tage Aaker, Senior Project Manager at FCS, and Forrest Longman, Deputy Administrator, provided an update on utility funding, and the following draft ordinances with proposed utility rate increases and the expansion of the City's Customer Assistance Program. Council Members discussed the proposed ordinances, and asked questions. 24594 2. An Ordinance Regarding Water Utility Use Rates; Amending Bellingham Municipal p. 40 Code Chapter 15.08 Daniel Hammill moved to approve the ordinance regarding water utility use rates, amending Bellingham Municipal Code Chapter 15.08. MOTION CARRIED 3-0. 24595 3. An Ordinance Regarding Sewer Utility Use Rates; Amending Bellingham Municipal p. 57 Code Chapter 15.12 Budget and Finance Committee Minutes Page 1 July 7, 2025 Daniel Hammill moved to approve the ordinance regarding sewer utility use rates, amending Bellingham Municipal Code Chapter 15.12. MOTION CARRIED 3-0. 24596 4. An Ordinance Regarding Surface and Stormwater Utility Service Rates; Amending p. 65 Bellingham Municipal Code Chapter 15.16 Daniel Hammill moved to approve the ordinance regarding surface and stormwater utility service rates, amending Bellingham Municipal Code Chapter 15.16. MOTION CARRIED 3-0. 24597 5. An Ordinance Regarding the City’s Utility Customer Assistance Program for Low p. 71 Income Households; Amending Bellingham Municipal Code Chapter 15.04 Daniel Hammill moved to approve the ordinance regarding the City's utility customer assistance program for low-income households, amending Bellingham Municipal Code Chapter 15.04.
