City of Bellingham Public Works and Natural Resources Committee Minutes July 7, 2025, 1:00 PM Mayor: Kimberley Lund Contact: (360) 778-8100, mayorsoffice@cob.org Council Members: Hannah Stone, Chair Contact: (360) 778-8200, ccmail@cob.org Lisa Anderson, Jace Cotton https://cob.org/council Call to Order Committee Chair Stone called the meeting to order at 1:00 p.m. Roll Call Present: Committee Chair Hannah Stone, First Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Jace Cotton, At-Large Council Standing Committee Meeting Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the evening prior to deliberation and formal vote. 24591 1. Request for Water Service Outside City Limits at 1606 Mt. Baker Highway p. 3 Mike Wilson, Assistant Director of Engineering, presented the request for City water service from the property owners at 1606 Mt Baker Highway. The Whatcom County Health Department informed the owners that their well is unsafe as a drinking water source. Pursuant to Bellingham Municipal Code Chapter 15.36, the City is authorized to establish a new retail water service connection outside the City's urban growth area if the service is necessary to protect basic public health and safety, the environment, and will not permit urban development. Council Members discussed the water service request and asked questions. Lisa Anderson moved to authorize the Mayor to execute a contract to provide retail water service to 1606 Mt. Baker Highway. MOTION CARRIED 3-0. 24592 2. Whatcom Region Safety Action Plan Presentation p. 18 Joel Pfundt, Public Works Director, and Hugh Conroy, Whatcom Council of Governments (WCOG) Director, presented on the Whatcom Region Safety Action Plan, which aims to improve Public Works and Natural Resources Committee Minutes Page 1 July 7, 2025 transportation safety in the area. On June 11, 2025, the Whatcom Council of Governments (WCOG) Transportation Policy Board adopted the Whatcom Region Safety Action Plan. Council Members discussed the plan and asked questions.
