Call to Order Roll Call Council Standing Committee Meetings: Committee Of The Whole 20386 1. State Legislative Review INFORMATION ONLY 20387 2. Update on the Bellingham-Whatcom County Commission Against Domestic Violence's work in the community INFORMATION ONLY 20388 3. Work Session on Business and Occupation Tax Related to Nonprofit Health Care Providers Brian Henshaw, Finance Director, and Matt Stamps, Assistant City Attorney Sr., requested further direction in narrowing down options to 1-2 proposals so that a public hearing can be held. Michael Lilliquist/Terry Bornemann moved to recommend approval to schedule a public hearing on proposal #1 as written in the packet at the earliest convenience. MOTION CARRIED 6-1. Opposed: Gene Knutson 1 20389 4. An ordinance granting a non-exclusive telecommunications franchise to Noel Communications, Inc. James Erb, Assistant City Attorney, Sr., presented. Noel Communications, Inc. currently contracts with the City to lease dark fiber, a part of our optic network. There is no franchise fee allowed according to state law; however, Noel will pay a utility tax. All franchises are city-wide. This will not adversely impact the City's fiber use. Jack Weiss/Gene Knutson moved to recommend approval. MOTION CARRIED 7-0. 5. Approval of City Council Committee and/or Special Meeting Minutes 4/7/14 City Council Committee Meeting Minutes MOTION CARRIED 7-0. 6. Old/New Business Adjournment There being no further business, the meeting was adjourned to Executive Session at 3:03p.m. and reconvened and adjourned at 3:25p.m. 2
