20452 2. Presentation by Communitywise Bellingham on Rail Traffic Through
Bellingham
Terry Bornemann/Jack Weiss moved to recommend that staff draft a letter to the
County in coordination with Council Member Lilliquist detailing the Council's ongoing
concerns about the railroad issue in Bellingham.
MOTION CARRIED 6-0. Abstained: Michael Lilliquist
20453 3. Presentation on 2013 Community and City Performance Measures
Michael Lilliquist/Jack Weiss moved to recommend approval to get two Council
Members involved in the review process in a work session to be selected in January.
MOTION FAILED 3-4. Opposed: Cathy Lehman, Pinky Vargas, Terry Bornemann, Roxanne
Murphy
20454 4. Memorandum of Understanding between the City of Bellingham and
Public Development Authority
Jack Weiss/Gene Knutson moved to recommend approval.
MOTION CARRIED 7-0.

20455 5. Public Access Television Update
Terry Bornemann/Pinky Vargas moved to direct staff to work with members of the
PEG working group to bring back to Council a plan for implementation to designate
BTV10 as a limited P channel on a trial basis and to prepare a budget ordinance
amending the 2014 budget to fund the proposed community-based television
programs and services.
MOTION CARRIED 6-1. Opposed: Michael Lilliquist
20388 6. Work Session on repealing the B&O tax exemption for nonprofit
religious health care providers
Terry Bornemann/Michael Lilliquist moved to recommend approval of Option A in
packet amended to take effect January 1, 2015.
MOTION CARRIED 4-3. Opposed: Cathy Lehman, Gene Knutson, Roxanne Murphy
7. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson/Roxanne Murphy moved to recommend approval.
Motion Carried 7-0.
8. Old/New Business
Council Member Michael Lilliquist brought up the invitation from the Chamber of
Commerce to have two Council Members on their board. Council Member Cathy
Lehman said to wait on this until she saw an official invitation from the Chamber
director.
Council Member Michael Lilliquist presented a document that summarized his series of
meetings with Janice Keller regarding improving communications to the public about
key City issues. He asked for support indicated by a nod of heads, which was given.
The word "propaganda" will be removed. More details to be fleshed out soon.
Council Member Gene Knutson asked about Fireworks education. Mayor Linville
confirmed that education took place last year and will again this year.
Council Member Roxanne Murphy joined the Leadership Alliance Against Coal. The
Mayor said that she has been invited and is interested in pursuing this.

Council Member Lehman reported that she met with Peter Ruffatto regarding Council
procedures in addition to protocol related to public comment during Council Regular
Meetings. She will be bringing this draft resolution forward on June 23rd. Council
Member Lehman also reported that she wants Council Members to start writing out
their motions.
Adjournment to Executive Session at 4:40.
President Lehman returned at 4:54 to adjourn the meeting.

afternoon prior to the meeting. They are posted at www.cob.org/meetings on the
Bellingham web site.
A hard copy of the agenda packet is available for review from the reference desk at
the Central Library or can be purchased in the Finance office at City Hall for $4.00.

FOR OUR CITIZENS WITH SPECIAL NEEDS, the Council Chambers is fully accessible.
Elevator access to the second floor is available at City Hall’s west entrance. Hearing
assistance is available and a receiver may be checked out through the clerk prior to the
