Call to Order Council Standing Committee Meetings: Committee Of The Whole 20637 1. Work Session on the 2015-2016 Biennial Budget Council President Pro Tem Terry Bornemann called the meeting to order at 11:00 AM and handed the gavel to Finance Committee Chair Michael Lilliquist who conducted the meeting. The Public Works Department gave a presentation that included an overview of its 2014 accomplishments and its 2015-16 proposed department budget. Presented by Public Works Director Ted Carlson. 20382 2. Rental Housing Registration Program Work Session Roxanne Murphy/Gene Knutson moved that Rental Registration be listed as a program, removing the word "pilot," and that the program be reviewed after three years. MOTION CARRIED 6-1. Opposed: Cathy Lehman Jack Weiss/Terry Bornemann moved to direct staff to consider items A-F on Rick Sepler's memo including the comments made during the discussion in the work session today. MOTION CARRIED 7-0. Cathy Lehman/Roxanne Murphy moved to add a third principle that any proposed program must provide consistency and predictability for the City, landlords, inspectors, and renters. MOTION CARRIED 7-0 1 Jack Weiss/Michael Lilliquist moved to delete from Section 6.15.040A "for all Rental Properties west of 1-5 and beginning on January 1, 2016, for all Rental Properties east of I-5." MOTION CARRIED 6-1. Opposed: Cathy Lehman Jack Weiss/Gene Knutson moved to add to Section 6.15.040E. 12 "and, if issued, a certificate of inspection as described in BMC 6.15.050 and BMC 6.15.070, which has been issued within the past calendar year;" MOTION CARRIED 7-0 Jack Weiss/Gene Knutson moved to add clause "I" to 6.15.040 to read as follows: Information to be Provided to Tenant. The landlord or his or her authorized representative must provide to each new tenant, at the time of the lease or rental agreement is signed or the tenancy otherwise commences, written information regarding tenant rights and resources. The Director is authorized to publish the written information to be provided to the tenant under this subsection and shall make such information available to landlords for this purpose. The Director will also provide and advertise a website for owners, property managers and tenants regarding rental resources, laws and rights and responsibilities. The Director is further authorized to create outreach and instructional classes for owners, property managers and tenants regarding requirements of this program. Add to existing Declaration of Compliance: -"for each Rental Unit" prior to the issuance of a registration. -"and certify that all tenants that commenced their tenancy during the last 12 months were provided with written information required in BMC 6.15.040(I) at the time the lease or rental agreement was signed or the tenancy otherwise commenced. " MOTION CARRIED 7-0 Jack Weiss/Terry Bornemann moved to remove the word "may" and add the word "shall" to 6.15.050A to read: "…specific residential housing units shall be subject to…" and adding "this Section and" to precede "BMC 6.15.070." MOTION CARRIED 7-0 Jack Weiss/Terry Bornemann moved to add "by the building inspector or code compliance officer" in 6.15.050F 4 and 5 to identify the entity who will be selecting the units to be inspected. 2 MOTION CARRIED 7-0 Adjournment at 3:05 PM 3
