Michael Lilliquist / Roxanne Murphy moved to direct the Administration to draw up a
list of principles that will be used to guide the Administration in their decision making
MOTION CARRIED 7-0.
2. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved approval of the January 11, 2016, minutes as
submitted.
MOTION CARRIED 7-0.
Gene Knutson / Roxanne Murphy moved approval of the December 14, 2015, minutes
as submitted.

3. Old/New Business
Dan Hammill - Reported back on some research conducted regarding
banning/controlling unsolicited phone books. Unfortunately, there are very narrow
enforcement options.
Terry Bornemann - Thanked the Bellingham Police Department for their conduct at the
annual MLK celebration, which was interrupted by protesters.
April Barker - Reminded people to vote.
Pinky Vargas - Annual Council Retreat: email your issues to Marie this week. Pinky and
Marie will work with the Mayor and Brian Heinrich.
Pinky Vargas - Would like the City Council to draft a resolution in support of the safety
of the Planned Parenthood staff and patients.
Pinky Vargas / Dan Hammill moved to send the Planned Parenthood draft resolution to
the Public Works/Public Safety Committee on February 8th and Pinky Vargas will work
with Peter Ruffatto on a resolution.
MOTION CARRIED 7-0.
Michael Lilliquist - PSE has stepped up and is moving away from coal power. We
helped this early on by writing a letter to them encouraging this.
Roxanne Murphy - Would like to figure out how to outreach to our hearing impaired
community.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
