An Ordinance Approving the Advance Refunding of the Outstanding 2007 Limited Sales Tax Obligation Bonds AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, PROVIDING FOR THE ISSUANCE OF ONE OR MORE SERIES OF LIMITED TAX GENERAL OBLIGATION REFUNDING BONDS OF THE CITY IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $11,000,000 TO REFUND OUTSTANDING LIMITED SALES TAX OBLIGATION BONDS OF THE BELLINGHAMWHATCOM PUBLIC FACILITIES DISTRICT, WASHINGTON, AND TO PAY COSTS OF ISSUING THE BONDS; PROVIDING THE FORM AND TERMS OF THE BONDS; AND DELEGATING THE AUTHORITY TO APPROVE THE FINAL TERMS OF THE BONDS. Gene Knutson / Terry Bornemann moved to recommend approving the advance refunding of the outstanding 2007 limited sales tax obligation bonds MOTION CARRIED 7-0. 1 21164 2. Authorize the Mayor to Enter into the Interlocal Financing Agreement with the Bellingham-Whatcom Public Facilities District Dan Hammill / Terry Bornemann moved to recommend authorizing the Mayor to enter into the interlocal financing agreement MOTION CARRIED 7-0. 21165 3. An Ordinance Establishing Fees for Rental Inspection AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, ESTABLISHING FEES FOR RENTAL INSPECTION Gene Knutson / Terry Bornemann moved to recommend approval of the ordinance MOTION CARRIED 7-0. 21166 4. Budget Amendment to Allow the Reclassification an Office Assistant II to a Planner I in the Planning and Community Development Department AN ORDINANCE AMENDING THE 2016 BUDGET APPROPRIATING AN ADDITIONAL $51,329.00 FROM ESTIMATED ENDING RESERVES IN THE DEVELOPMENT SERVICES FUND TO RECLASSIFY ONE NEW POSITION IN THE PLANNING DEPARTMENT, RENTAL REGISTRATION PROGRAM Michael Lilliquist / Gene Knutson moved to recommend approval of reclassification ordinance MOTION CARRIED 7-0. 21151 5. Overview of Level of Service (LOS) and Proposed Review Process Presented by Rick Sepler INFORMATION ONLY 6. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the February 22nd minutes as submitted MOTION CARRIED 7-0. 2 7. Old/New Business Council Member Bornemann - Offered praise for the Bellingham Police Department in dealing with recent encounters with violent people. Our police did not use deadly force. Council Member Lilliquist - In August 2014, City Council sent a letter to PSE urging the corporation to limit Coal use. Recently, a bill passed the State Senate to create a retirement account for closing down the Colstrip Plant in MT. Council Member Lilliquist recently testified before the UTC encouraging them to work with PSE on how to decommission this plant. We can have an impact on state-wide issues. Council Member Barker - Albertsons will be closing and that will create a "food desert" in Birchwood. There will be a presentation on Planning by WWU students on March 15th at 6pm at Northwood Hall presenting four different concepts for mixed use. Council Member Vargas - Thanked Ted Carlson and Myron Carlson for getting a room in the Federal Building for use by the City Council. Adjournment 3
