Call to Order The meeting was called to order by Council President Vargas at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Pledge of Allegiance Led by Council President Vargas. Roll Call Present: April Barker, Council Member, First Ward Gene Knutson, Council Member, Second Ward Daniel Hammill, Council Member, Third Ward Pinky Vargas, Council Member, Fourth Ward Terry Bornemann, Council Member, Fifth Ward Michael Lilliquist, Council Member, Sixth Ward Roxanne Murphy, Council Member, At Large Excused: 15-Minute Public Comment Period Mary Kay Robinson, a realtor at Windermere and the president at Whatcom County Association of Realtors, brought forth concerns about the methodology used by the City's staff to calculate the units available for land capacity in regard to the Urban Growth Area (UGA) Comprehensive Plan. An Ordinance Approving the Advance Refunding of the Outstanding 2007 Limited Sales Tax Obligation Bonds AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, PROVIDING FOR THE ISSUANCE OF ONE OR MORE SERIES OF LIMITED TAX GENERAL OBLIGATION REFUNDING BONDS OF THE CITY IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $11,000,000 TO REFUND OUTSTANDING LIMITED SALES TAX OBLIGATION BONDS OF THE BELLINGHAM-WHATCOM PUBLIC FACILITIES DISTRICT, WASHINGTON, AND TO PAY COSTS OF ISSUING THE BONDS; PROVIDING THE FORM AND TERMS OF THE BONDS; AND DELEGATING THE AUTHORITY TO APPROVE THE FINAL TERMS OF THE BONDS. Authorize the Mayor to Enter into the Interlocal Financing Agreement with the Bellingham-Whatcom Public Facilities District Pinky Vargas / Michael Lilliquist moved to authorize the Mayor to enter into an Interlocal Financing Agreement with the Bellingham-Whatcom Public Facilities District. MOTION CARRIED 7-0. 21165 3. An Ordinance Establishing Fees for Rental Inspection AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON, ESTABLISHING FEES FOR RENTAL INSPECTION Pinky Vargas / April Barker moved approval for first and second reading. MOTION CARRIED 7-0. 21166 4. Budget Amendment to Allow the Reclassification an Office Assistant II to a Planner I in the Planning and Community Development Department AN ORDINANCE AMENDING THE 2016 BUDGET APPROPRIATING AN ADDITIONAL $51,329.00 FROM ESTIMATED ENDING RESERVES IN THE DEVELOPMENT SERVICES FUND TO RECLASSIFY ONE NEW POSITION IN THE PLANNING DEPARTMENT, RENTAL REGISTRATION PROGRAM City of Bellingham Regular City Council Meeting Page 2 of 5 3/7/2016 Pinky Vargas / Gene Knutson moved approval for first and second reading. MOTION CARRIED 7-0. 21151 5. Overview of Level of Service (LOS) and Proposed Review Process Information only. A briefing on LOS reports from 2009 and 2010 is scheduled for discussion at the next meeting to be held on March 21, 2016. Discussion and review of what was achieved is scheduled for discussion at the April 11, 2016 meeting as well as the Council Retreat on April 16, 2016. 6. Approval of Minutes Terry Bornemann / Gene Knutson moved approval of the February 22, 2016 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 7. Old/New Business April Barker reported that the Birchwood neighborhood Albertson's grocery store, will be closing on May 7, 2016. Many employees will be laid off and neighborhood residents will be impacted. Michael Lilliquist reported the State Senate will eliminate the operating budget for MRSC (Municipal Research and Services Center) by July 1, 2016. Brian Heinrich, Deputy Administrator, stated there is still money in the State House of Representatives and the proposed Governor's budget. Michael Lilliquist informed Council that MRSC is used on a regular basis by many municipalities throughout the state and feels it is a necessary organization. Michael Lilliquist / April Barker moved to join the Mayor in sending a letter of support for funding of MRSC to our State Representative. MOTION CARRIED 7-0. April Barker followed up on the Closed Captioning issue that was brought to attention at the January 25, 2016 meeting. April Barker / Roxanne Murphy moved to bring the topic forward to a work session at the next Public Works / Public Safety Committee meeting. MOTION CARRIED 7-0. Council President Vargas announced that the 2015 Council Year-end Report is available for review. Constituents and employees can pick up a copy in the Council office or email upon request. Potential Litigation Staff provided information involving potential litigation matter. Information only. No action taken. 2. Potential Property Acquisition Staff provided information on a potential acquisition of property by the City. Direction given. No action taken. Mayor's Reappointment of Sarah Campbell to the Historic Preservation Commission Gene Knutson / Roxanne Murphy moved approval to reappoint Sarah Campbell to the Historic Preservation Commission. MOTION CARRIED 7-0. 21168 2. Mayor's Appointment of Mark Buehrer to the Transportation Commission Michael Lilliquist /Roxanne Murphy moved approval to appoint Mark Buehrer to the Transportation Commission. MOTION CARRIED 7-0. 21169 3. Mayor's Reappointment of Jeff Cook to the Mayor's Neighborhood Advisory Commission Information only. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. On-line viewers will see exactly what Comcast cable customers would see on Channel 10, without the need for cable television service.
