21232 5. Discussion of Draft Comment Letters Regarding Oil Transport by Rail
Roxanne Murphy / Gene Knutson moved to approve these two draft letters with
amendments
MOTION CARRIED 7-0.
6. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved approval of the April 16th minutes as
submitted.
MOTION CARRIED 7-0.
Gene Knutson / Roxanne Murphy moved approval of the April 18th minutes as
submitted.
MOTION CARRIED 7-0.
7. Old/New Business
Council Member Murphy: Will bring forward a resolution on May 16th to see if Council
Members want to support Initiative 1433 for a minimum wage increase and sick and
safe leave state-wide policy.
Council Member Hammill: Provided an update from the Incarceration Reduction Task
Force meeting of May 2nd. The Task Force is asking for two 16-bed triage units: one for
mental health crisis, the other for substance use crisis. These will be voluntary, but
with security enhancements.
Council Member Bornemann: He would like to have a resolution ready for the May
16th meeting that indicates to the Greeenways IV group whether or not the City will be
going forward with the Greenways IV Levy.
Terry Bornemann / Michael Lilliquist moved to recommend staff to prepare a
resolution for Greenways IV consideration at next meeting
MOTION CARRIED 7-0.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
