Terry Bornemann / Dan Hammill moved to recommend appointing Tim Douglas, Rodd
Pemble, and Julie Guy to the pro/for statement committee
MOTION CARRIED 7-0.

21247 3. Review of the Draft 2016 Comprehensive Plan, Specifically the
Economic Development Chapter and Environment Chapter
Michael Lilliquist / April Barker moved to direct staff to add a policy that refers to
limiting upzones and rejecting increases in the density of development in the
watershed
MOTION CARRIED 7-0.
Michael Lilliquist / April Barker moved to direct staff to come forth with specific policy
language having to do with limiting sprawl
MOTION CARRIED 7-0.
15 Minute Comment Period
Linda Twitchell, would like the comment period to be before the City Council discussion
and voting. She would like a capital facilities analysis so we can see all the buildable
lots in Bellingham.
Geoff Middaugh, thanked Michael for responding to his letter. He is an urban forestry
advocate and believes in environmental justice.
President Vargas closed the verbal comment period.
4. Approval of City Council Committee and/or Special Meeting Minutes
Roxanne Murphy / Gene Knutson moved approval of the June 27, 2016 special
meeting minutes as submitted.
MOTION CARRIED 7-0.
Roxanne Murphy / Gene Knutson moved approval of the July 11, 2016 committee
meeting minutes as submitted.
MOTION CARRIED 7-0.

5. Old/New Business
Council Member Roxanne Murphy will praise Tour de Whatcom at this evening's
meeting.
Terry Bornemann / April Barker moved to host a public meeting to include the
community to discuss public safety and racial discrimination concerns at a location
where it can be televised by BTV.
MOTION CARRIED 7-0.
