April Barker / Michael Lilliquist moved to recommend approval of a new policy proposed by Rick Sepler as follows: "When possible, savings should be directed to increase energy efficiency and support future renewable energy options" to be added to policy CF-11 MOTION CARRIED 6-0. Michael Lilliquist / April Barker moved to recommend approval of adding the word "inclusive" to CF-1 MOTION CARRIED 6-0. April Barker / Michael Lilliquist moved to recommend approval of adding "school districts" to CF-14 to make it less specific MOTION CARRIED 6-0. Dan Hammill / Gene Knutson moved to recommend approval of changed language for Item 23 to read that 43 languages are spoken in the Bellingham School District MOTION CARRIED 6-0. April Barker / Pinky Vargas moved to recommend removing the verbiage: "requiring owner-occupancy in single family zones" in Item 34 MOTION CARRIED 4-2. Opposed: Gene Knutson, Michael Lilliquist 4 15 Minute Public Comment Period Linda Twitchell spoke about some procedural issues: the numbers are not visible on the overhead screens and speakers are not identifying themselves. And she wondered if there will be discussion of the comments from the public's comment tracker. Adjournment 5

Call to Order Roll Call Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings.
