Roxanne Murphy / April Barker moved approval of updated watershed map to #64 MOTION CARRIED 7-0. 3  April Barker / Dan Hammill moved approval of staff bringing back language changes for #65 MOTION CARRIED 7-0. 15-Minute Public Comment Period Linda Twitchell - Spoke about the deferral of impact fees. The reason developers favor deferral is because it is difficult to borrow money for fees. No other comments. The public comment period was closed. 4. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of July 25th minutes MOTION CARRIED 7-0. Roxanne Murphy / Gene Knutson moved approval of August 1st minutes MOTION CARRIED 7-0. 5. Old/New Business Terry Bornemann - He wasn't at the meeting last week and wants to address the Council's recommendation to remove owner occupancy as a requirement for ADUs. He is against that. This was not a final vote. He will work with the neighborhoods. Mayor Kelli Linville - She has had conversations with the sheriff regarding booking. City of Bellingham has had an opportunity to increase the effectiveness of its program and is looking to bring another recommendation to Council. Darlene Peterson, Administrator of the Court - It has taken them until July to hold court remotely. They did a mock trial for video recording. The court has three types of warrants: failed to appear (bench); priority hold warrant; actively pursue warrant (police go out and find people). During the first week of booking restrictions, there were two DV Assault 4s that couldn't be booked. Booking is based on the number of beds available, and not on the most serious offenses. Mayor - Appreciates the fact that Judge Deb Lev has lifted her order regarding pre-trial. Peter Ruffatto, City Attorney - Police have experienced operational challenges, but they have been nimble working with the booking restrictions. The City is working on its ability to transport pre-trial and is committed to establishing processes for pre-trial. Phase 3 to reduce number of inmates. It's not ideal. Problems with Option 1. This process requires patience. We have to look at the use of our jail more as a booking and holding facility. 4 April Barker - Franchise Agreement with CenturyLink. It will be coming forward.
