Discussion of Joint Legislative Agenda for 2017 Legislative Session Presented by Brian Heinrich Gene Knutson / April Barker moved to recommend approval of the draft of the legislative agenda with amendments MOTION CARRIED 7-0. 21356 2. Planning and Community Development Department Work Program Update and Emerging Issues Presented by Rick Sepler INFORMATION ONLY 21357 3. Resolution Regarding the Dakota Access Pipeline RESOLUTION EXPRESSING CONCERN REGARDING ALLEGED VIOLATIONS OF DUE PROCESS AND LACK OF MEANINGFUL TRIBAL CONSULTATION REGARDING PERMITS FOR THE DAKOTA ACCESS PIPELINE 1 Michael Lilliquist / April Barker moved to replace final recital with an updated version as read by Council Member Lilliquist MOTION CARRIED 7-0. Michael Lilliquist / April Barker moved to bring the resolution forward for a vote tonight MOTION CARRIED 7-0. 4. Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Gene Knutson moved approval of the August 8th minutes as submitted. MOTION CARRIED 7-0. Michael Lilliquist / Gene Knutson moved approval of the August 29th minutes as amended (replace Michael's language with "models and examples of community- owned open access broadband.") MOTION CARRIED 7-0. 5. Old/New Business Michael Lilliquist said that he was at Blanchard Mountain recently and he would like to support state efforts to buy off the trust to put the trust in preservation status. The Mayor said there may be opportunities closer to home. Terry Bornemann is in support and stated that it is an iconic area as the only coastal mountain in WA. Dan Hammill wants to know more, although he agrees philosophically. Dan Hammill clarified remarks he had previously made that the statistic he cited (a 99.8% vacancy rate) is for rentals only. The figure came from a University of WA study. Terry Bornemann attended a groundbreaking at Eleanor Place, which will be a senior housing complex. Terry highlighted the York Neighborhood's efforts in support of this housing complex. Terry Bornemann recollected how nervous he felt speaking to the Council before he was on the Council. He has heard concerns from the public and wants everyone to feel 2 safe when addressing the Council. Michael Lilliquist said that he wants to hear everyone's opinion. Pinky Vargas wants everyone to feel safe. She said that the three minute time limit doesn't have to do with the content, but rather consistency in being fair. Relatedly, Roxanne Murphy apologized and explained a situation at a previous meeting where she was communicating with the Chair. Adjournment 3
