Presentation on Programs of Northwest Youth Services (NWYS) Presented by Riannon Bardsley, NWYS Executive Director INFORMATION ONLY 21355 2. Discussion of 2017 Legislative Agenda Michael Lilliquist / Dan Hammill moved to recommend approval to make COG transportation priorities part of our City's legislative agenda MOTION CARRIED 7-0. 21305 3. Waterfront District Implementation Status Report Michael Lilliquist / Gene Knutson moved to recommend approval of the Park Plan as presented MOTION CARRIED 5-2. Opposed: April Barker, Dan Hammill 1 21247 4. Committee of the Whole Work Session on the Draft 2016 Bellingham Comprehensive Plan April Barker / Roxanne Murphy moved to recommend adding the language regarding the Capital Facilities Plan MOTION CARRIED 7-0. Roxanne Murphy / April Barker moved to recommend approving the economic development chapter new additions, including the Galbraith language MOTION CARRIED 7-0. Michael Lilliquist / Gene Knutson moved to recommend changes to the Capital Facilities Chapter regarding police patrols being proactive and reactive MOTION CARRIED 7-0. April Barker / Roxanne Murphy moved to recommend new changes to Policy LU-10 to reinstate inclusionary zoning MOTION CARRIED 7-0. Roxanne Murphy / Dan Hammill moved to recommend new changes to Policy LU-27 to allow homeless shelters in industrial areas MOTION CARRIED 7-0. Michael Lilliquist / Roxanne Murphy moved to direct staff to amend Policy H18 to replace "implementing" with "evaluating." MOTION CARRIED 5-2. Bornemann, Knutson opposed. Terry Borneman / Gene Knutson moved to remove Policy H18. MOTION FAILED 2-5. Vargas, Murphy, Lilliquist, Hammill, Barker opposed. 2 Michael Lilliquist / April Barker moved to ask staff to bring forth the issue of minimum densities in the next year MOTION CARRIED 7-0. 5. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of the October 10 minutes as amended MOTION CARRIED 7-0. 6. Old/New Business President Pinky Vargas read a statement about her decision to allow Michael Luis to speak at the Public Hearing on October 17th. She asked the Council if, going forward, they want to retain the rule of not allowing speakers to donate their time. Michael Lilliquist wants to keep the rule that they cannot donate. Roxanne Murphy said that all speakers should get three minutes; if they want more, they should go through the Council President. Terry Bornemann and Gene Knutson want to discuss it at the re- organization meeting in January. Gene Knutson said that the Council cannot allow yelling and screaming and those audience members who do that behavior should be asked to leave. April Barker and Michael Lilliquist had the understanding that if audience members were yelling, the Council would take a recess and retreat to another room. Council agreed on that plan. Gene Knutson attended the Sister Cities Gala at BTC and reported that the food was outstanding. He encouraged the Council to get more involved in the Sister Cities. 21386 7. Work Session on the 2017-18 Biennial Budget (in the Mayor's Board Room) The Information and Technology Department budget was presented by IT Director Marty Mulholland. Council then asked questions and discussed the IT budget proposal. Terry Bornemann / Michael Lilliquist moved to direct staff to draft a resolution to continue public access programming for two years MOTION CARRIED 6-0. Pinky Vargas excused.
