Call to Order The meeting was called to order by Council President Vargas at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Meetings Act. On Monday, November 7, 2016, at 7:00 PM in Council Chambers, the City Council will host a Public Hearing on the consideration of the proposed Comprehensive Plan amendments with regard to three applications submitted for docketing consideration. Public Hearing on 2017-18 Revenue Projections Including an Increase in the Property Tax Levy Brian Henshaw, Finance Director, gave a presentation on the 2017-18 Revenue Projections. Council President Vargas opened the Public Hearing. No citizens spoke and the Public Hearing was closed. Written comment will be accepted until November 7, 2016. 15-Minute Public Comment Period Anne Mackie, objected to the fifteen minute time allotment given to the speaker at the Public Hearing on October 17, 2016. She also thanked Terry Bornemann and Gene Knutson for voting against the Policy H8 in the housing chapter of the Comprehensive Plan. Lynn Barton, stated that single family zones deserve saving. She feels zoning codes are not enforced. She also objects to Policy H18 in the housing chapter of the Comprehensive Plan. Chris Diele, would like the City to provide portable bathroom facilities to homeless people. Louise Bjornsen, thanked Gene Knutson and Terry Bornemann on their votes to remove Policy H18 of the Comprehensive Plan. She believes the policy was written by an unknown group at an unknown time and that Council Members do not fully understand the policy. Public Works / Public Safety 21396 1. Bid Award for EW-0230 2016 Water Main Replacement Program, Bid #42B-2016 Terry Bornemann / Roxanne Murphy moved to award Bid No. 42B-2016 for EW-0230 2016 Water Main Replacement Program to Ram Construction General Contractors of Bellingham as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $1,877,297.56, which includes any applicable WSST. An Ordinance of the City of Bellingham, Washington, Amending Various Sections of the Bellingham Municipal Code in Order to Adopt by Reference Several Criminal Codes of the Revised Code of Washington AN ORDINANCE OF THE CITY OF BELLINGHAM, WASHINGTON AMENDING VARIOUS SECTIONS OF THE BELLINGHAM MUNICIPAL CODE IN ORDER TO ADOPT BY REFERENCE SEVERAL CRIMINAL PROVISIONS OF THE REVISED CODE OF WASHINGTON, INCLUDING PROVISIONS RELATED TO DISCLOSING INTIMATE IMAGES, SURRENDER OF WEAPONS, AND FAILURE TO REGISTER AS A SEX OFFENDER Presentation during committee. Committee Of The Whole 21400 1. Presentation on Programs of Northwest Youth Services (NWYS) Presentation by Riannon Bardsley, Executive Director of Northwest Youth Services during committee. Information only. 21355 2. Discussion of 2017 Legislative Agenda Discussion during committee. Pinky Vargas/ Gene Knutson moved to support the 2017 specific legislative agenda that retains the 2016 legislative agenda with the Council of Government's prioritized transportation list. Pinky Vargas / Gene Knutson moved approval of the park site plan. MOTION CARRIED 5-2, April Barker and Dan Hammill opposed. 21247 4. Committee of the Whole Work Session on the Draft 2016 Bellingham Comprehensive Plan Presentation during committee. Michael Lilliquist /Roxanne Murphy moved to bring back the Comprehensive Plan Ordinance for consideration. MOTION CARRIED 5-2. Terry Bornemann and Gene Knutson opposed. 5. Approval of City Council Committee and/or Special Meeting Minutes Roxanne Murphy / Gene Knutson moved approval of the October 10, 2016 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 6. Old/New Business None. 21386 7. Work Session on the 2017-18 Biennial Budget Work Session during committee. Roxanne Murphy reported that due to time limits, I.T. was the only department discussed. Council asked staff to bring forth a Resolution that would continue public access programing for another two years. Executive Session - Report and Action only. 1. Potential Property Acquisition Staff provided information on a potential property acquisition. Discussion of the property acquisition occurred in executive session. No action was taken in executive session. Pinky Vargas / Dan Hammill moved to request City Staff and the Legal Department to develop an option for further dialogue with the Whatcom County Council regarding the potential for partnering with Whatcom County on the acquisition being considered. Mayor's Appointment of Maggi Kriger to the Parks and Recreation Advisory Board (Information) Information only. 21404 4. Mayor's Appointment of Amy Chaloupka to the Bellingham Arts Commission (Approval) Roxanne Murphy / Gene Knutson moved to approve the Mayor's appointment of Amy Chaloupka to the Bellingham Arts Commission, term ending October 24, 2019. MOTION CARRIED 7-0. 21405 5. Mayor's Reappointment of Lynette Felber and Mary Rossi to the Historic Preservation Commission (Approval) Michael Lilliquist / April Barker moved to approve the Mayor's appointment of Lynette Felber (term ending October 1, 2019) and Mary Rossi (term ending October 14, 2019) to the Historic Preservation Commission. MOTION CARRIED 7-0.
