Terry Bornemann / Michael Lilliquist moved to recommend approval of the changes
made as suggested by Councilmember Hammill and Mr. Alan Marriner
MOTION CARRIED 7-0.

Michael Lilliquist / Roxanne Murphy moved to recommend adding the word
"contractors" to Section E in the list of occupations, and in Section D to remove "who
contract directly with" and replace with "for whom a majority of clients"
MOTION CARRIED 7-0.
Terry Bornemann / Roxanne Murphy moved to recommend a delayed effective date
of April 1, 2017, to be added to Section 2
MOTION CARRIED 7-0.
Terry Bornemann / Michael Lilliquist moved to recommend approval of the ordinance
with amendments
MOTION CARRIED 7-0.
21328 5. Options for Adopting a Bellingham Flag
Terry Bornemann / Michael Lilliquist moved to direct staff to compose a draft
resolution designating Bradley Lockhart's flag as the unofficial flag of Bellingham with
the caveat that the Council will ensure that the designer has permission from the
tribes
MOTION CARRIED 7-0.
21386 6. Adoption of the City of Bellingham's 2017-18 Budget
Roxanne Murphy / April Barker moved to close the public comment period
MOTION CARRIED 7-0.
Roxanne Murphy / April Barker moved to recommend the ordinance adopting
the 2017-2018 biennial budget
MOTION CARRIED 7-0.

7. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Roxanne Murphy moved approval of the November 14th minutes as
amended
MOTION CARRIED 7-0.
8. Old/New Business
Councilmember Terry Bornemann: Put forth a draft of a resolution denouncing racial
intolerance and bigotry to reassure concerned citizens who have reached out to him.
Dan Hammill volunteered to work on it with Terry, in collaboration with Mayor Linville,
also being sensitive to the work that Mark Gardner has already invested in the issue.
Terry announced that Joe Yeager recently passed away and asked that a moment of
silence be held in memory of him. Council President Vargas will do so at the opening of
the evening meeting.
Councilmember April Barker: Is hoping that the Parks & Recreation Board and the
Greenways Committee will bring forward a plan to address the underserved
communities in the north end of Bellingham. Parks Director Leslie Bryson said that
there is nothing to bring forward at this time. Mayor Linville added that they must wait
until the Parks & Recreation Board meets with the Greenways Committee.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
