21504 3. A Resolution Affirming the Safety of All People Residing in Bellingham
Councilmember Terry Bornemann introduced the resolution for Council consideration.
In the revised draft that had been handed out to Councilmembers, Mayor Linville, and
City Attorney Peter Ruffatto at the start of the day's meeting, the following clause had
been added by Mr. Bornemann:
"BE IT FURTHER RESOLVED, That the City respects the rights of working men
and women to organize and to collective bargaining"

April Barker / Roxanne Murphy moved to strike "Black Lives Matter" from the fourth
BE IT RESOLVED recital, and to make "Black Lives Matter" its own separate recital
MOTION CARRIED 7-0.
April Barker / Roxanne Murphy moved to add "+" after LGBTQ and change "men and
women" to "people"
MOTION CARRIED 7-0.
Mayor Linville requested that the words "continue to" be added to the clauses
regarding: gender, LGBTQ+, hate speech, and poverty
April Barker / Roxanne Murphy moved to add the words "continue to" to the clauses
regarding: gender, LGBTQ+, hate speech, and poverty
MOTION CARRIED 7-0.
Gene Knutson / Dan Hammill moved to recommend passage of the resolution
MOTION CARRIED 7-0.
21505 4. January 30th Statement on Executive Orders on Immigration
There was no discussion on this matter.
21506 5. Consideration of an Ordinance Relating to City Policy with Respect to
Immigration Enforcement, Equal Protection, and Equal Provision of
City Services Regardless of Immigration Status
Terry Bornemann / Pinky Vargas moved to recommend striking the title "Keeping
Bellingham Families Working"
MOTION CARRIED 7-0.

April Barker / Roxanne Murphy moved to add the following language as a second
Whereas clause: "Whereas immigrants, both authorized and unauthorized,
contribute significantly to economic growth and vitality in Washington State and
locally"
MOTION CARRIED 7-0.
Terry Bornemann / Gene Knutson moved to recommend the ordinance as amended
MOTION CARRIED 7-0.
6. Approval of City Council Committee and/or Special Meeting Minutes
Gene Knutson / Pinky Vargas moved approval of the January 23rd minutes as
submitted
MOTION CARRIED 7-0.
7. Old/New Business
April Barker / Terry Bornemann moved to direct the Administration to outline
options, including process options, aimed towards ensuring people have their
concerns heard and that they have a voice and platform to engage their concerns,
especially those groups outlined in the resolution
MOTION CARRIED 7-0.
April Barker / Terry Bornemann moved to refer the matter of the salary commission
to the Finance Committee
MOTION CARRIED 7-0.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:
