Roxanne Murphy / Gene Knutson moved to recommend approval of letter as written

4. Approval of City Council Committee and/or Special Meeting Minutes
Roxanne Murphy / Gene Knutson moved approval of the 3/27 minutes as submitted
MOTION CARRIED 7-0.

5. Old/New Business
Roxanne Murphy recently saw a show at the Mount Baker Theatre and noticed that
many of the attendees then went out to local establishments afterwards. This points
out that the Mount Baker Theatre supports local businesses.
Pinky Vargas / Terry Bornemann moved to recommend to direct staff to draft a
resolution in regards to the City of Bellingham officially adopting the Bellingham Flag
and to have it raised on June 14, 2017
MOTION CARRIED 7-0.
Michael Lilliquist gave an update on the Rules of Procedure for Council. The resolution
was originally passed in 2014. The updated resolution will be presented at the next
meeting.
Michael Lilliquist opened up a discussion on possible topics for the May 15th Town Hall
at the Encore Room at Mount Baker Theatre. He proposed a discussion on
homelessness and the current proposed homeless shelter. Councilmembers weighed
in on this discussion and offered suggestions such as making the topic something more
broad such as housing affordability and just touch on homelessness (i.e. Housing First
Model). Dan Hammill suggested the idea of having some expert providers present in a
panel format. A few members, along with Brian Heinrich, would like it to include a
presentation on what the City is already doing. It was brought up that homelessness is
a symptom of a greater problem (i.e. housing shortage). Rick Sepler encouraged the
Council to exercise caution because talking about a topic currently before Council
would be a de facto public hearing. Gene Knutson said that Councilmembers should be
prepared for members of the public to speak off-topic. April Barker suggested that the
second Town Hall be focused on the Library. The President will work with Brian
Heinrich and Rick Sepler and report back to the Council next meeting.
Dan Hammill announced that on April 11th there will be a meeting of providers to
unveil the GRACE Program for Whatcom County to help address the needs of high
utilizers of public systems.

questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
formal vote in the order shown below:
