Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: 1. On Monday, April 24 at 7:00 PM, the City Council will host a Public Hearing considering proposed minor land use amendments regarding a "Running List" for the Planning and Community Development Department. 2. On Monday, May 15th from 7:00-8:30 PM, the City Council will host a Town Hall Meeting in the Encore Room of Mount Baker Theatre with a capacity of 90 people. The topic of the meeting is to be determined as the date approaches. Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Patrick McKee, spoke about the problem of affordable housing in Bellingham. He feels that the current Comprehensive Plan is not helpful for creating affordable housing. Council Standing Committee Meetings: Parks and Recreation 21573 1. 2017-2018 Parks Design and Development Division Work Program Presentation during Committee. Some additions and improvements to the park will be more lighting at Maritime Park, as well as bathroom improvements. The Fever Creek Bridge will be completed in May of this year. The City received more grant funds to replace the Bloedel Docks on Lake Whatcom and they should be built in 2018. Information only. Community and Economic Development 21574 1. A Presentation by the Small Business Development Center on the Organization's 2016 Accomplishments Presentation during Committee. The Small Business Development Center does small business advising, research, and academic collaboration to help businesses grow. Information only. Committee Of The Whole 21575 1. Pedestrian Awareness Campaign Presentation during Committee. Staff has mapped crucial information including: location of accidents, time of day, and who is occupying the vehicles. The campaign seeks to put forth clear messaging to the public to increase pedestrian safety. Staff found that social norming is most effective in preventing accidents involving pedestrians. Post Point Treatment Plant Biosolids Project Update The incinerator at Post Point needs to be replaced. Staff presented the findings of the study that was done on the performance of the incinerator. Staff was looking for direction from Council to go further with replacement options. Council agreed that options for replacement need to be explored. Information only. 21576 3. Letter of Concern Regarding the Federal Budget Staff drafted a letter of concern regarding the Federal Budget, specifically addressing budget proposals to zero out the HUD funds. Michael Lilliquist / Gene Knutson moved to have the Council President sign the letter on the Council's behalf. MOTION CARRIED 7-0. 4. Approval of City Council Committee and/or Special Meeting Minutes No minutes presented for consideration. 5. Old/New Business Council Member Barker reported the Cordata Neighborhood Association meeting will be held on Tuesday, April 11, 2017 at 7:00 p.m. at Birchwood Presbyterian Church. Council President Lilliquist announced that the Town Hall Meeting scheduled for May 15, 2017 at Mt. Baker Theatre will focus on low-income housing. Executive Session - Report and Action only. 1. Collective Bargaining Strategy Session: AFSMCE 114F: Discussed bargaining strategy for upcoming contract negotiations. No action taken. 2. Collective Bargaining Strategy Session: IAFF 106: Discussed bargaining strategy for upcoming contract negotiations. No action taken. 3. Potential Property Acquisition Staff provided information on a potential property acquisition. For information and discussion only. No action taken. Mayor Linville thanked the Council for approval of the letter that was drafted for the Federal Delegation. The Incarceration Prevention and Reduction Task Force has asked to send a letter of support for the homeless shelter. Mayor Linville reported she has directed Human Resource staff to conduct a salary survey in response to the salary commission issue. The Finance Committee will review upon completion. 21577 1. Mayor's Appointment of Tamera Jones, Raymond Dellecker and Reappointment of Jocelyn Lindsay to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appoints Tamera Jones as the Puget Neighborhood Primary Representative to her first full term on the Neighborhood Advisory Commission, which will end on March 31, 2019, at which time she may be reappointed. Information only. The Mayor appoints Raymond Dellecker as the Happy Valley Neighborhood Primary Representative to his first term on the Neighborhood Advisory Commission, which will end on April 8, 2019, at which time he may be reappointed. Information only. The Mayor appoints Jocelyn Lindsay as the Silver Beach Neighborhood Primary Representative to her final term on the Neighborhood Advisory Commission, which will end on April 1, 2019. Mayor's Appointment of Stacee Sledge and Jim Haupt to the Tourism Commission (Information) The Mayor appoints Stacee Sledge to her first term on the Tourism Commission, which will end on April 3, 2020, at which time she may be reappointed. Information only. The Mayor appoints Jim Haupt to his first term on the Tourism Commission, which will expire on April 3, 2020, at which time he may be reappointed. Information only. Mayor's Appointment of Elaine Woods to the Community Development Advisory Board (Information) The Mayor appoints Elaine Woods to her first partial term on the Community Development Advisory Board, which will expire on December 9, 2017, at which time she may be reappointed. Mayor's Appointment of Staci May to the Parks & Recreation Advisory Board (Information) The Mayor appoints Staci May to her first term on the Parks and Recreation Advisory Board, which will end on April 4, 2020, at which time she may be reappointed. Mayor's Appointment of Anna Blick to the Greenway Advisory Committee (Approval) Pinky Vargas / Roxanne Murphy moved approval of the appointment of Anna Blick to her first term on the Greenway Advisory Committee, which will end on April 10, 2020, at which time she may be reappointed.
