Update on the Interim Low-Barrier Homeless Shelter and Day Center Operated by Lighthouse Mission Ministries (LMM) INFORMATION ONLY 21625 2. Resolution Exempting the Lighthouse Mission's Emergency Interim Shelter from State Building Code Requirements in Order to Provide Housing for Indigent Persons Consistent with the Provisions of RCW 19.27.042 Roxanne Murphy / Pinky Vargas moved to recommend approval of resolution MOTION CARRIED 7-0. 21626 3. Adoption of the 2017 National Electric Code Gene Knutson / Dan Hammill moved to recommend approval of ordinance MOTION CARRIED 7-0. 1 21266 4. Work Session on Proposed Jail Financing and Facility Use Agreement Council gave direction to Administration to bring the Jail Facility Use Agreement (JFUA) back to the Council for consideration after the JFUA has been reviewed by the Whatcom County Council. 5. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the May 8th minutes as submitted. MOTION CARRIED 7-0. 6. Old/New Business Dan Hammill: He and April Barker have been developing a proposal for the City Council Town Hall. Dan proposed the two-hour event be in four parts: Framing the issue with an expert speaker from Dept. of Commerce; featuring a panel of local housing providers or other stakeholders; having a dialogue at tables of 8-10 people; and inviting public comment. The Council indicated support for this direction. Dan and April will continue to work on this project. It was mentioned that Councilmembers could circulate from table to table during the dialogue portion to hear a variety of viewpoints. It was expressed that having a Council committee to organize events such as this would be fruitful. The event will not be on a Monday. Council wants to solicit ideas and solutions from the public at this event. Pinky Vargas: She attended a district energy tour in Vancouver, BC, organized by the Port of Bellingham and Sustainable Connections. The tour included visits to two locations: the V-owned facility run off of methane, and the University of British Columbia. She attended in order to learn about options as the Waterfront develops. Gene Knutson: He attended a Port Marina Advisory Tour of All American Marine. The company is growing at a fast rate and will soon expand to 75 employees. Future projects for ferries, etc. will bring in $32,000,000. Dan Hammill: He asked Brian Heinrich the status of the citizen oversight committee that the Council and Administration talked about in relation to the immigration ordinance. Brian Heinrich said that the Administration will bring something forward in June for Council consideration. 2 Pinky Vargas: She asked Brian Heinrich the status of the salary commission moving forward to the Finance Committee. Brian Heinrich responded that a salary survey was just completed and the agenda item will appear in the Finance Committee in June. Adjournment 3
