Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: 1. On Monday, June 5th at 7:00 PM, the City Council will host a Public Hearing to consider a Comprehensive Plan amendment related to the Barkley Neighborhood. 2. On Monday, June 5th at 7:00 PM, or shortly thereafter, the City Council will host a Public Hearing to consider a Comprehensive Plan amendment to the Cordata Neighborhood Plan. Public Hearing to Consider Resolution Regarding the Draft 2018-2023 Transportation Improvement Program (TIP) Chris Comeau, Transportation Planner, went through the Transportation Improvement Plan (TIP) and discussed the project timelines for 2017. Council President Lilliquist opened the public hearing. Patrick McKee, urged the Council to carefully consider the cost of street improvements, whether they are needed and well designed. He objected to the new Cornwall Ave and Kentucky Street improvement that has bump outs and rain gardens. As a result of the project, the lane is so narrow that school buses have a hard time navigating the intersection. There being no further comments, the public hearing was closed. 15-Minute Public Comment Period Carrie Kovaleski, spoke about the high cost of living and price of property in Bellingham. Cora Cole, reported that today is the tenth consecutive Monday that Keep Bellingham Families Working program has held a Dignity Vigil. She feels the immigration ordinance can be stronger to protect immigrants. Council Standing Committee Meetings: Planning 21621 1. Council Planning Committee Worksession on Renter Barriers/Concerns Information only. The Council will invite landlords and property management companies to the next work session to obtain input about rental barriers and concerns. Terry Bornemann / Gene Knutson moved final approval of Resolution # 2017-26. MOTION CARRIED 7-0. Lake Whatcom Reservoir and Natural Resources 21623 1. Report from the May 15, 2017 Lake Whatcom Policy Group Meeting Presentation during Committee. Included in the report were discussions on the Lake Whatcom Build-Out Report, and updates on trail maintenance around Lake Whatcom, inspections performed by the Aquatic Invasive Species Prevention Program, and topics for remaining meetings of the year. Information only. Committee Of The Whole 21624 1. Update on the Interim Low-Barrier Homeless Shelter and Day Center Operated by Lighthouse Mission Ministries (LMM) Presentation during Committee. Council directed staff to draft a budget ordinance to fund a paid position. Information only. 21625 2. Resolution Exempting the Lighthouse Mission's Emergency Interim Shelter from State Building Code Requirements in Order to Provide Housing for Indigent Persons Consistent with the Provisions of RCW 19.27.042 Michael Lilliquist / Pinky Vargas moved final approval of Resolution # 2017-27. Work Session on Proposed Jail Financing and Facility Use Agreement City of Bellingham Regular City Council Meeting Page 3 of 8 5/22/2017  Presentation during Committee. No action was taken. Council will wait to see what County Council discusses and bring forth agreement for consideration at a later date. Information only. 5. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the May 8, 2017 minutes of the Regular City Council meeting as submitted. MOTION CARRIED 7-0. 6. Old/New Business Council Member Vargas took a district energy tour with Puget Sound Energy, Sustainable Connections, and the Port of Bellingham to view different systems in the City of Vancouver, B.C. She expressed that the tour helped her gain information on how the systems worked and how the City of Bellingham could implement a district energy system. Council Member Barker thanked Representative Lillian Ortiz-Self of the 21st Legislative District who spoke at the Latino Summit that was recently hosted by the Bellingham School District. She encouraged more people to attend. Council Member Murphy reported she is working with Washington Won't Discriminate to draft a resolution that would encourage residents of Bellingham to decline to sign petitions for Initiative 1552. Council Member Knutson serves on the Port Advisory Committee. He relayed that they toured the new All American Marine ship building facility. They have large contracts in the works and will soon grow from 60 employees to 75. Council Member Hammill informed all that the Council is working on a new time and location for a Town Hall meeting to discuss affordable housing in Bellingham. Mayor's Appointment of Paul Stephenson to the Greenway Advisory Committee Gene Knutson / Roxanne Murphy moved approval of the appointment of Paul Stephenson to his first term on the Greenway Advisory Committee, which will expire on June 1, 2020, at which time he may be reappointed. Mayor's Appointment of Rebecca Brunk and Reappointment of Roberta DeBoard to the Mayor's Neighborhood Advisory Commission The Mayor appoints Rebecca Brunk to her first term as the Alabama Hill Neighborhood representative to the Neighborhood Advisory Commission, which will expire on May 12, 2019, at which time she may be reappointed. The Mayor reappoints Roberta DeBoard to her final term as the South Primary Representative to the Neighborhood Advisory Commission, which will expire on October 1, 2018.
