Site Selection Criteria for Potential Locations for the Low-Barrier Homeless Shelter and Day Center to be Operated by Lighthouse Mission Ministries (LMM) INFORMATION ONLY 21266 2. Interlocal Jail Facility Financing and Use Agreement Terry Bornemann / Michael Lilliquist moved to table the decision until the June 19th Bellingham City Council meeting MOTION CARRIED 4-3. Opposed: Gene Knutson, Pinky Vargas, Roxanne Murphy 21641 3. Options for Inquiries, Reports and Complaints INFORMATION ONLY 21620 4. Public Works Presentation Regarding the Draft 2018-2023 Transportation Improvement Program (TIP) Roxanne Murphy / Pinky Vargas moved to recommend approval of the resolution MOTION CARRIED 7-0. 1 5. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved to recommend approval of Minutes for May 22, 2017. MOTION CARRIED 7-0. 6. Old/New Business Michael Lilliquist: The Town Hall on housing will be on Tuesday, June 13th 6:30-8:30 p.m. at Bellingham High School Auditorium. The Flag Raising Ceremony will be at Noon on Wednesday, June 14th in front of City Hall, followed by an Open House in the City Council and Hearing Examiner offices. Pinky Vargas / Roxanne Murphy moved to sign onto the open letter ‘We are Still In’ written by Bloomberg Philanthropies to affirm COB's climate commitment to action goals and uphold the Paris Climate Agreement MOTION CARRIED 7-0. Gene Knutson: He spent time with the Sister Cities Ski to Sea participants. They placed 227th in the race. Gene went to dinner with them and gave them a tour of City Hall. The Mayor of our Sister City in South Korea would like a representative of Bellingham to travel to their city this year. Roxanne Murphy: At the next City Council meeting on June 19th at 7:00 p.m. there will be a Public Hearing on the ‘decline to sign’ effort regarding Initiative 1552. Terry Bornemann: He requested that the Council hold a moment of silence at its evening meeting for Bill Distler who passed away this morning. Bill was a Vietnam Veteran who spent his life working for peace and justice. The Council agreed. April Barker: As a follow-up to the Town Hall, she asked if there could be 20-30 minutes reserved in the June 19th Committee of the Whole to discuss what happened at the event. The Council agreed. The Westside Airport Trail was open for three hours and 200 people came to walk the trail. This event was sponsored by the Port and the Whatcom Parks & Recreation Foundation. She encouraged members of the public to express to the Port how important this trail is to pursue. Adjournment 2
