Call to Order Roll Call Michael Lilliquist, Chair Roxanne Murphy April Barker Dan Hammill Terry Bornemann Gene Knutson Pinky Vargas Council Standing Committee Meetings: Committee Of The Whole 21763 1. Discussion of 2018 Legislative Priorities Gene Knutson / Dan Hammill moved to recommend approval of the agenda with this wording change to the first item of the fourth bullet: “Support funding for criminal and civil justice assistance” MOTION CARRIED 7-0. 21778 2. Consideration of Ordinance Adopting Protections for Residential Tenants Gene Knutson / Roxanne Murphy moved to recommend sending this ordinance to a public hearing MOTION CARRIED 7-0. 1 3. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved to recommend approval of the October 23rd minutes MOTION CARRIED 7-0. 4. Old/New Business President Lilliquist acknowledged Councilmember Knutson’s 25th anniversary on Council. Fun was had at a surprise party on November 1. Michael Lilliquist / Roxanne Murphy moved to recommend appointing Councilmembers Hammill and Lilliquist to Whatcom County’s new Homeless Strategies Workgroup MOTION CARRIED 7-0. Mayor Kelli Linville shared that Tara Sundin will be the City staff person working with that group. Councilmember Vargas acknowledged and thanked the students who attend the committee meetings. 21743 5. Work Session on the Proposed 2017-2018 Biennial Budget Changes Fire Chief Bill Newbold presented on the Fire Department’s 2017 accomplishments and the 2018 work plan. Leslie Bryson presented briefly to explain additional expenditures she anticipates when a contract is finalized with the management company for Lake Padden Golf Course. Adjournment 2

Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings.
