Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: 1. On Monday, November 13, 2017, at 7 p.m. in Council Chambers, there will be a Public Hearing on the City of Bellingham's 2017-2018 Mid- Biennium Budget Adjustment. Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. Pledge of Allegiance Led by Council President Lilliquist. The experience was for him and he feels it is dangerous to have unrestrained animals in public. He concluded that we should have laws that protect and enhance public safety with regard to unrestrained animals. Irene Morgan, awarded Council Members, Dan Hammill and April Barker for voting on an issue she agreed with. Joy Gilfilen, thanked the Council for creating the Justice Committee and for inviting the Vera Institute to report on jail recommendations. {AB #21760} Barbara Rofkar, advocated for a ban on source of income discrimination for persons holding rental vouchers. {AB #21621} Council Standing Committee Meetings: Planning 21772 1. History of the Infill Housing Toolkit Presentation during Committee. Gene Knutson / Roxanne Murphy moved to direct staff to "leave no stone unturned" on the housing issue and seek broader implementation of the infill housing toolkit. MOTION CARRIED 6-1, Bornemann opposed. 21773 2. Presentation on Generations Forward Conference Dr. Astrid Newell, Community Health Manager from the Whatcom County Health Department, reported on the conference Generations Forward. The conference was held in Bellingham on October 10 - 12, 2017. Topics included mental health needs, child care availability, housing, and family center services. Information only. Public Works / Public Safety 21774 1. Ordinance Adopting a Base Rate for 2018 Transportation Impact Fees, Per BMC 19.06 Terry Bornemann / Gene Knutson moved approval for first and second reading. Review of Public Works Director's Decision Denying Request for Retail Water and Sewer Service at 3465 Airport Drive Presentation during Committee. Terry Bornemann / Roxanne Murphy moved to uphold the Public Works Director's denial of the request, and to direct staff to bring forward annexation legislation to the affected area, and work with the owner of the property to work for a solution that would allow the two properties to be joined together. MOTION CARRIED 7-0. The Mayor reported that the paperwork to join the properties has been presented to the owner and the annexation paperwork has also been presented to them. Terry Bornemann / Roxanne Murphy moved to bring back the utility service ordinance (Chapter 15.36 of the Bellingham Municipal Code) for review at a later meeting date to be determined. MOTION CARRIED 7-0. Finance and Personnel 21776 1. 2018 Property Tax Ordinance Roxanne Murphy / Dan Hammill moved approval for first and second reading. MOTION CARRIED 7-0. Lake Whatcom Reservoir and Natural Resources 21777 1. Lake Whatcom Management Program Update Presentation during Committee. Highlights of the discussion included: TMDL (total maximum daily load) program that covers phosphorus management in Lake Whatcom Watershed, integration of the Lake Whatcom Management Work Plan, and the NPDES (National Pollution Discharge and Elimination System). Information only. Committee Of The Whole 21763 1. Discussion of 2018 Legislative Priorities Michael Lilliquist / Dan Hammill moved to approve the agenda and forward onto Whatcom County and the Port of Bellingham for their approval. Consideration of Ordinance Adopting Protections for Residential Tenants Discussion during Committee. The Council agreed to schedule a Public Hearing at the soonest scheduled meeting. 21743 3. Work Session on the Proposed 2017-2018 Biennial Budget Changes Presentation during Committee. This was the last work session before approval of the budget changes. The Fire Department is asking for an approximately 1.5 million dollar increase in their budget for a new ladder truck. Information only. 4. Approval of City Council Committee and/or Special Meeting Minutes Gene Knutson / Roxanne Murphy moved approval of the October 23, 2017 minutes of the regular City Council meeting as submitted. MOTION CARRIED 7-0. 5. Old/New Business Terry Bornemann explained that he objected to the Planning Committee's motion (AB #21772) not because he disagreed with the motion, but because he felt it was too broad in the context it was presented. Pinky Vargas and April Barker reported they attended AWC's (Association of Washington Cities) Regional meeting last week where Mayor Linville was honored. They also honored Deputy Administrator Brian Heinrich for his work on the MTCA issue. Dan Hammill announced that this week is Housing Week. Sustainable Connections, Opportunity Council are hosting. Sustainable Connections has a list of all the events on their Facebook page. Michael Lilliquist will work on homeless issues with the County Council where they have formed an Ad Hoc Homeless Strategies Workgroup. During the afternoon committee, a motion passed to appoint Michael Lilliquist and Dan Hammill to the workgroup and represent the City. April Barker noted that employee, Claudia Vizcarra, has taken a new role as the City's Encampment Cleanup Coordinator. April was able to do a ride-along with Claudia and commended her on her skill in that position. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville announced that Veteran's Day is November 11, 2017. The City will observe the holiday on Friday, November 10 and City Hall will be closed. However, on Saturday, November 11, City Hall will be open for a Veteran's Day presentation at 11:00 a.m. Mayor Linville also reported there will be a ground breaking ceremony for Waypoint Park on November 14, 2017 at 3:30 p.m. near the Waypoint Park site. 21779 1. Mayor's Reappointment of Emily Derenne to the Greenway Advisory Committee (Approval) Gene Knutson / Roxanne Murphy moved approval of the Mayor's reappointment of Emily Derenne to her final term the Greenway Advisory Committee, which will expire on October 27, 2020. MOTION CARRIED 7-0. 21780 2. Mayor's Appointment of Michael Knapp to the Design Review Board (Approval) Terry Bornemann / Roxanne Murphy moved approval of the Mayor's appointment of Michael Knapp to his first partial term to the Design Review Board, which will expire on September 25, 2018, at which time he may be reappointed. Mayor's Appointment of Virginia McCorkle to the Community Development Advisory Board (Information) The Mayor appoints Virginia McCorkle to her first term on the Community Development Advisory Board, which will expire on November 1, 2020, at which time she may be reappointed.
