1. Consideration of a Request to Initiate the Review Process for a
Potential Annexation of Approximately 65-Acres Located in
Bellingham’s Northern Urban Growth Area Known as the Mt. Baker
Highway / Britton Road Annexation
Pinky Vargas / Gene Knutson moved to recommend approval of Option 2 outlining the
expanded geographic boundary
MOTION CARRIED 7-0.
Roxanne Murphy / Pinky Vargas moved to recommend approval of the resolution on
page 228
MOTION CARRIED 7-0.
2. Consideration of an Ordinance Adopting a "Limited Amendment" to
the City's Shoreline Master Program

Gene Knutson / Roxanne Murphy moved to recommend approval of the ordinance and
the acceptance letter to DOE
MOTION CARRIED 7-0.
3. Climate Action Plan 2017 Update
Pinky Vargas / Gene Knutson moved to refer this to Committee of the Whole for
further discussion early next year
MOTION CARRIED 7-0.
4. Work Session Regarding Ordinance Adopting Protections for
Residential Tenants
Council discussed unintended consequences. This item will return to Committee of the
Whole for a work session on January 22, 2018.
5. Approval of City Council Committee and/or Special Meeting Minutes
Roxanne Murphy / Gene Knutson moved to recommend approval of Dec. 4 minutes
MOTION CARRIED 7-0.
6. Old/New Business
Councilmember Lilliquist: He and the Mayor attended the County’s first Homeless
Strategies Work Group. During committee, there was a discussion between
Councilmembers and the Mayor on the topic of how to move forward with the tent city
in front of City Hall. Planning Director Rick Sepler addressed the demands of the group,
the main one asking the City to open safe camping sites.
Roxanne Murphy / Gene Knutson moved to express the Council's opinion and advise
the Mayor that the permit given to the homeless camp at City Hall have an end date,
possibly the end of this week
MOTION CARRIED 7-0.

Committee sessions. Standing Committee Members receive reports and information, ask
questions and, when appropriate, vote on a recommended action for consideration by
the full Council at the Regular Meeting. The notice of Committee Meetings identified
below also serves as notice of Special Meetings of the City Council at the times identified
as Council Members who are not members of the committee routinely attend and
participate in the Committee Meetings. Committee Chairs give a report of the
Committee Meeting at the Regular Meeting in the evening prior to deliberation and
