Call to Order The meeting was called to order by Council President Lilliquist at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. The City Council's Annual Reorganization Meeting will take place on Monday, January 8 with discussion at 1 p.m. in the Mayor's Boardroom and a swearing-in ceremony at 7 p.m. in Council Chambers. Pledge of Allegiance Led by Council President Lilliquist. She announced that there will be another film festival during the week of April 12 - 15th, 2018, at the Pickford Theatre. Orin O'Neill, called attention to the lack of reflective paint on the streets and bike lanes within the City. Anne Mackie, expressed concern about the homeless camp outside City Hall and asked what the goal of the camp was. She stated that it served to show that the City does not have a plan for the homeless crisis. She suggested possible sites that could serve as a homeless shelter. Jill MacIntyre Witt, thanked the City Council for tabling the Action Plan. She feels the goals are too low and must be more ambitious. She would like more accountability. Nick Engelfried, supports the effort of the Climate Action Plan but would like the goals to be more aggressive. He would also hope that funding will be in place to make sure we can implement the objectives of the plan. Amy Glasser, reported that some persons experiencing homelessness have died of exposure. She is concerned that the Bellingham Herald didn't cover the story. She requested that the City allow a site for building a small community of tiny homes. Hilary Cole, thanked those who helped with the homeless camp at City Hall. Council Standing Committee Meetings: Justice 21815 1. Presentation by the Office of Civil Legal Aid This item was postponed and will be discussed at a later meeting in January. 21788 2. Discussion on Draft Resolution of Guiding Principles for Justice and Justice Related Systems April Barker / Roxanne Murphy moved final approval of Resolution # 2017-41, as revised in Committee. Interlocal Agreement for Advanced Life Support Services Terry Bornemann / Dan Hammill moved to authorize the Mayor to enter into an Interlocal Agreement for Advanced Life Support Services between the City of Bellingham and Whatcom County. MOTION CARRIED 7-0. 21817 2. Bid Award for Asphalt for Streets, Bid [#65B-2017] Terry Bornemann / Roxanne Murphy moved to award Bid No. 65B-2017 for asphalt for streets to Western Refinery Services Inc., of Ferndale, Washington as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $432,400.00, which includes any applicable WSST. Bid Award for Cement for Streets, Bid [#64B-2017] Terry Bornemann / Dan Hammill moved to award Bid No. 64B-2017 for cement for streets to Konnerup Construction LLC, of Stanwood, Washington as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $789,100.00, which includes any applicable WSST. MOTION CARRIED 7-0. 21819 4. Return Activated Sludge (RAS) Pipeline Repair Update at Post Point Staff provided an overview analysis of the cause for failure of the RAS Pipeline. Information only. 21820 5. Water District 7 Request for Service for Gradual Valley II Short Plat This item was postponed and will be discussed at a later meeting in January. 21821 6. Bid Award for Columbia Neighborhood Water Quality Improvements & Storm Drain Maintenance Project EV-0120 Bid #25B-2017 Terry Bornemann / Roxanne Murphy moved to award Bid No. 25B-2017 for Columbia Neighborhood Water Quality Improvements & Storm Drain Maintenance Project to Faber Construction Corp, of Lynden, Washington as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $1,778.640.43, which includes any applicable WSST. Bid Award for Mahogany Avenue Improvements ES-0489, Bid 62B- 2017 Terry Bornemann / Dan Hammill moved to award Bid No. 62B-2017 for Mahogany Avenue Improvements to Strider Construction of Bellingham as the lowest responsive, responsible bidder and to authorize the Mayor to enter into a contract with them for the amount of their bid, which is $5,554,501.47, which includes any applicable WSST. MOTION CARRIED 7-0. Parks and Recreation 21823 1. Update on Proposal to Reduce Percent Value for Park Impact Fee (PIF) Staff recommended a reduction from 35% to 31% for Park Impact Fees and Council agreed with the recommendation. Information only. 21824 2. Presentation of Level of Service Analysis for Parks and Recreation Discussion during Committee. Presentation included information for level of service on the distribution, quality, quantity and maintenance of parks within the City. Information only. Committee Of The Whole 21561 1. Consideration of a Request to Initiate the Review Process for a Potential Annexation of Approximately 65-Acres Located in Bellingham’s Northern Urban Growth Area Known as the Mt. Baker Highway / Britton Road Annexation Michael Lilliquist / Gene Knutson moved final approval of the expanded annexation Resolution # 2017-42. MOTION CARRIED 7-0. 21825 2. Consideration of an Ordinance Adopting a "Limited Amendment" to the City's Shoreline Master Program Michael Lilliquist / Roxanne Murphy moved approval for first and second reading of the ordinance and to direct staff to send an acceptance letter to the Department of Ecology. Climate Action Plan 2017 Update During Committee, the Council voted to defer a decision on the Resolution and to bring back to the Committee of the Whole for discussion at a later meeting in January. 21778 4. Work Session Regarding Ordinance Adopting Protections for Residential Tenants This item was discussed in Committee and will be discussed further at a later meeting in January. 5. Approval of City Council Committee and/or Special Meeting Minutes No minutes were submitted for approval. 6. Old/New Business Gene Knutson thanked all for the work they did throughout 2017 and wished everyone a happy holiday season. Pinky Vargas announced she has completed her first full term on the City Council. Michael Lilliquist reported he attended the first homeless strategy meeting with the County Council. April Barker filled in for Mayor Linville at the Jingle Bell Run last Saturday, which raises money for research to cure arthritis. Executive Session - Report and Action only. 1. Litigation: Parrott v. City of Bellingham, et. al. (Brady, approx. 20 min) Staff provided information on a litigation matter. For information and discussion. No action taken. Mayor's Report Standing time for briefings, updates and reports to Council by the Mayor, if needed. Information only. Mayor Linville updated the Council on the partnership that the City has with the Lighthouse Mission. Fountain Community Church volunteered to help provide overnight accommodations and will partner with the City and the Lighthouse Mission. City of Bellingham Regular City Council Meeting Page 5 of 8 12/11/2017  The City will provide a staff person to assist the church. The church has capacity for about 40 women, bringing total capacity at the low-barrier shelters to 190. The church will be operating during the months of December through the end of February of next year. The Mayor thanked Fountain Community Church. 21826 1. Mayor's Appointment of Ellie Price and Chris Soncarty to the Transportation Commission (Approval) Roxanne Murphy / Gene Knutson moved approval of the appointment of Ellie Price and Chris Soncarty to the Transportation Commission. Ellie Prices' first term will expire on December 11, 2020, at which time she may be reappointed. Chris Soncarty's first term will expire on December 11, 2020, at which time he may be reappointed also. 21827 2. Mayor's Reappointment of Bolor Smith and Ross Grier to the Bellingham Sister Cities Board (Information) The Mayor reappointed Bolor Smith and Ross Grier to the Bellingham Sister Cities Board. Bolor Smith's term is her third term and will expire on November 15, 2020, at which time she may be reappointed. Ross Grier's term is his fourth term and will expire on December 31, 2020, at which time he may be reappointed. Information only. 21828 3. Mayor's Appointment of Louise Bjornson to the Mayor's Neighborhood Advisory Commission (Information) The Mayor appointed Louise Bjornson to the Mayor's Neighborhood Advisory Commission. This is Louise Bjornson's first term and will expire on December 5, 2019, at which time she may be reappointed. Information only. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. An Ordinance Amending the 2017-2018 Biennial Budget Increasing Revenues and Expenditures in the Golf Fund Gene Knutson / Roxanne Murphy moved approval for third and final reading.
