Council Standing Committee Meetings:
Open to the public to attend. Note: there is generally no public comment period for Committee
sessions. Standing Committee Members receive reports and information, ask questions and,
when appropriate, vote on a recommended action for consideration by the full Council at the
Regular Meeting. The notice of Committee Meetings identified below also serves as notice of
Special Meetings of the City Council at the times identified as Council Members who are not
members of the committee routinely attend and participate in the Committee Meetings.
Committee Chairs give a report of the Committee Meeting at the Regular Meeting in the
evening prior to deliberation and formal vote in the order shown below:

Implement the Climate Protection Action Plan 2017 Update, Including
100% Renewable Energy Goals, and to Create a Climate Action Plan
Task Force
April Barker / Gene Knutson moved to recommend postponing the Climate
Protection Action Plan approval and to consider a revised version of the
resolution at the next COW meeting
MOTION CARRIED 7-0.

Approval of City Council Committee and/or Special Meeting Minutes
Terry Bornemann / Gene Knutson moved to recommend approval of meeting
minutes from 2-26-18
MOTION CARRIED 7-0.
Old/New Business
Gene Knutson - The Marine Corps League of Bellingham is interested in taking
over the Ski to Sea Parade. They are working with the Mayor's Office.
Terry Bornemann - He was appproached by Mark Lee, Chairman of Ski to Sea.
Mark would like 3-5 minutes at the Committee of the Whole at the next
meeting. Council assented. Terry also thanked What's Up Magazine for
organizing 120 bands last weekend.
April Barker - The Safe Storage Committee gave an update to her and she would
like to ask the Mayor for a representative to come before the COW at the next
possible meeting. Council assented and Brian Heinrich said that that would be
possible.
