Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. On April 9 at 7pm, there will be a Public Hearing to consider amendments to the Bellingham Municipal Code relating to Accessory Dwelling Units (ADUs). Pledge of Allegiance Led by Council President Murphy. Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward 15-Minute Public Comment Period Jon Humphrey, discussed the need for a comprehensive Dig Once policy for a city- wide fiber optic network. Jane Bright, President of the South Hill Neighborhood Association, invited Council Members to come by her house to see an example of the cumulative effect of Airbnb's, boarding houses, attached dwelling units and lack of parking in her neighborhood. She brought attention to the unintended consequences of unregulated construction in the single-family residential zoned neighborhoods and the need for parking to be considered. City of Bellingham Regular City Council Meeting Page 1 of 5 3/12/2018 Minutes  Monica Cowlishaw, Manager at Cascade Natural Gas, expressed concern about the language in section VII, of the proposed resolution {AB #21905}. She stated the goals of the Climate Action Plan resolution may not be attainable for certain customers of Cascade Natural Gas. She asked what funds the City may have available to help customers accommodate the goals as written. Lower income customers may revert to wood burning as a cheaper method for heating. Lynn Murphy, of Puget Sound Energy, agrees, in part, to work toward a smaller carbon footprint, but relayed that they have concerns with Section VII of the proposed resolution {AB #21905}. She reported that State Legislators have agreed to study the goals before adopting them as some may be unrealistic by 2030 as outlined in the resolution. The 100% mandate for renewable energy creates reliability issues to constituents. It is not achievable at this time and will increase costs to customers. Yoshe Revelle, expressed concern about our culture and the youth of our nation. Council Standing Committee Meetings: Planning and Community Development Michael Lilliquist, Chair April Barker; Daniel Hammill 21900 A Presentation by the Small Business Development Center on the Organization's 2017 Accomplishments Presentation during Committee. CJ Seitz, Director of the Small Business Development Center, provided a report on the accomplishments and lessons learned and the organization's goals for 2018. Information only. 21901 Cultural Heritage Tourism Strategic Plan Presentation during Committee. The Planning Department recently completed and partnered with Bellingham Whatcom Tourism Group. A link to the Strategic Plan can be found online. Information only. 21902 A Presentation on the Bellingham Whatcom County Tourism's (BWCT) 2017 Accomplishments and 2018 Work Program Presentation during Committee. Sandy Ward, Executive Director of the Bellingham Whatcom County Tourism Board, gave a report on 2017 accomplishments and the organizations scope of work and goals for 2018. Information only. Gene Knutson / Dan Hammill moved to schedule a public hearing on the subject. Motion carried 7-0. Public Safety Terry Bornemann, Chair Gene Knutson; Daniel Hammill 21904 Bellingham Police Department Strategic Plan Presentation during Committee. An encore presentation will be scheduled for the next evening meeting, to be held on March 26, 2018. Information only. Committee Of The Whole Roxanne Murphy, Chair April Barker; Gene Knutson; Daniel Hammill; Pinky Vargas; Terry Bornemann; Michael Lilliquist 21905 A Resolution Adopting and Directing the City Administration to Implement the Climate Protection Action Plan 2017 Update, Including 100% Renewable Energy Goals, and to Create a Climate Action Plan Task Force Council Member Vargas reported that a revised version of the resolution will be available for consideration at the next meeting, to be held on March 26, 2018. Approval of Minutes Gene Knutson / April Barker moved approval of the February 26, 2018 minutes of the regular City Council meeting as amended. MOTION CARRIED 7-0. Old/New Business Pinky Vargas announced that the City of Bellingham came in third place for the Georgetown Energy Prize. Mark Gardner, Legislative Analyst, is attending a prize ceremony on behalf of the City in Washington D.C. this week. Brian Heinrich, Deputy Administrator, reported that the legislative session in Olympia has ended. A presentation on the items the City advocated for will be presented at the April 9th meeting. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. A member of the Council may ask that an item be removed from the Consent Agenda and considered separately. 21906 Interlocal Agreement Between the City of Bellingham and Whatcom Council of Governments to Help Fund the Whatcom Smart Trips Program 21907 Authorization of Payroll Labor Cost Payments Dated February 10, 2018 - February 23, 2018 21908 Authorization of A/P Checks Issued February 23, 2018 21909 Authorization of A/P Checks Issued March 2, 2018 Gene Knutson / April Barker moved approval of the Consent Agenda in its entirety. MOTION CARRIED 7-0. Final Consideration of Ordinances 21706 An Ordinance Amending and Updating Municipal Code Provisions Relating to Boards and Commissions Dan Hammill / Michael Lilliquist moved approval for third and final reading. Upon motion, said bill was placed on final passage and approved by the following roll call vote: AYES: Murphy, Barker, Knutson, Hammill, Vargas, Bornemann, Lilliquist NAYS: EXCUSED: MOTION CARRIED and was thereafter named Ordinance #2018-03-006.
