Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. Interlocal Cooperation Agreement Between Whatcom County, the p. 41 City of Bellingham, and the Port of Bellingham, Regarding a Coordinated Approach to Funding Economic Development Activities Presented by Tara Sundin and Don Goldberg Gene Knutson / Dan Hammill moved to recommend approval of the Interlocal Agreement MOTION CARRIED 7-0. 21917 4. Community Solutions Workgroup on the Continuum of Housing and p. 50 2018-2022 Consolidated Planning Process Update and Discussion Presented by Samya Lutz INFORMATION ONLY 21885 5. Review of a New Annexation Strategy p. 61 Presented by Greg Aucutt April Barker / Michael Lilliquist moved to recommend removing the last sentence of Area 7 on page 113 MOTION CARRIED 7-0. April Barker / Michael Lilliquist moved to recommend approval of the New Annexation Strategy as amended MOTION CARRIED 7-0. 21905 6. A Resolution Adopting and Directing the City Administration to p. 86 Implement the Climate Protection Action Plan 2017 Update, and to Create a Climate Action Plan Task Force to Develop 100% Renewable Energy Targets Pinky Vargas / Gene Knutson moved to recommend approval of the Climate Action Plan MOTION CARRIED 7-0. Committee Of The Whole Minutes Page 2 March 26, 2018 April Barker moved to adopt the Resolution in the packet. Motion failed due to no second. Pinky Vargas / Gene Knutson moved to recommend referring Councilmember Vargas's resolution to Committee of the Whole for further discussion MOTION CARRIED 7-0. . Approval of City Council Committee and/or Special Meeting Minutes Michael Lilliquist / Gene Knutson moved approval of the March 12th minutes MOTION CARRIED 7-0. . Old/New Business Councilmember Bornemann: Thank you to the young people who organized the March for Our Lives on Saturday. Thank you to the Bellingham Police Department for handling public gatherings gently and safely. Mayor Linville: The speakers were incredible and their speeches will go on the City's Facebook Page. Councilmember Lilliquist: He is happy that City Hall is considered a place for active democratic process. It is the public forum. He is proud of that. Councilmember Hammill: Is there an update on safe parking possibilities? Mayor Linville: Chief Doll will include an update on safe parking during his presentation this evening.
