Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. On March 28 at 6:30pm, the Annual Lake Whatcom Joint Councils and Commission Meeting will be held in Council Chambers. Open House at 6pm in City Hall Lobby. On April 9 at 7pm, there will be a Public Hearing to consider amendments to the Bellingham Municipal Code relating to Accessory Dwelling Units (ADUs). On April 23 at 7pm, there will be a Public Hearing on contract terms for disposal of residential solid waste by Republic Services, Inc. Pledge of Allegiance Led by Council President Murphy. Information only. 15-Minute Public Comment Period Public Comment was taken. Council Standing Committee Meetings: Public Works and Natural Resources Gene Knutson, Chair Terry Bornemann; Michael Lilliquist 21910 1. City Progress in Implementing the Pedestrian and Bicycle Master Plans Presentation during Committee. In the past seven years, the City has conducted extensive public process and planning to create the Pedestrian Master Plan (2011- 2012) with a prioritized list of 343 sidewalk and crossing projects and the Bicycle Master Plan (2013-2014) with a prioritized list of 185 bicycle facility projects. These plans and prioritized project lists are now incorporated into the 2016 Comprehensive Plan. An update on the progress was given. Information only. 21911 2. Proposed Improvements to the Samish-Maple-Ellis Corridor Presentation during Committee. The Samish Way Urban Village Plan was adopted in November 2009 with recommendations for future transportation improvements to Samish Way. The Bellingham Bicycle Master Plan was adopted in November 2014 with a Tier 2 recommendation for bicycle lanes on Samish Way from Bill McDonald Parkway to Pasco Street and a Tier 2 recommendation for "Further Study Needed" on Samish- Maple-Ellis from Pasco Street to Lakeway. Public Works completed a Samish-Maple- Ellis corridor study in 2016-2017, and is seeking grant funding in 2018 to make pedestrian and bicycle improvements consistent with both the Bicycle Master Plan and the Samish Urban Village Master Plan, which is proposed for minor amendments in 2019. Discussion of Incarceration Expenses Staff from Bellingham Police Department and Municipal Court provided an update on the incarceration expenses for housing inmates at Whatcom County Jail, Yakima County Correctional Facility, and other facilities as needed. Finance and Personnel Daniel Hammill, Chair April Barker; Pinky Vargas 21913 1. Discussion on the City's Current and Future Financial Priorities Presentation during Committee. The Finance Committee will hold work sessions to discuss and prioritize five items: annexations, levies, status existing programs, departmental budgets, revenue forecasting and new revenue. Information only. Public Safety Terry Bornemann, Chair Gene Knutson; Daniel Hammill 21587 1. Update on the Regional Fire Authority Process Presentation during Committee. On March 19, 2018, the Planning Committee voted to postpone placing the creation of the RFA on the August 2018 ballot to a later undetermined date. The Committee will continue to meet and work on a plan, looking at all options for the RFA. Information only. Presentation on 2018 Ski to Sea Events Presentation during Committee from Mark Lee, Chairman of the Ski to Sea Committee. The event brings a substantial amount of commerce to our community. Information only. 21915 2. Memorandum of Understanding Between the City of Bellingham, Fire District #4, and the South Whatcom Regional Fire Authority Concerning City Annexations Roxanne Murphy / Dan Hammill moved to authorize the Mayor to enter into a memorandum of understanding between the City of Bellingham, Fire District #4, and the South Whatcom Regional Fire Authority concerning city annexations. Interlocal Cooperation Agreement Between Whatcom County, the City of Bellingham, and the Port of Bellingham, Regarding a Coordinated Approach to Funding Economic Development Activities Roxanne Murphy / Pinky Vargas moved to authorize the Mayor to enter into an interlocal cooperation agreement between Whatcom County, the City of Bellingham, and the Port of Bellingham regarding a coordinated approach to funding economic development activities. MOTION CARRIED 7-0. 21917 4. Community Solutions Workgroup on the Continuum of Housing and 2018- 2022 Consolidated Planning Process Update and Discussion Presentation during Committee. The Community Solutions Workgroup (CSW) on the Continuum of Housing developed strategies that have been incorporated into the proposed 5-year Consolidated Plan goals and strategies. The Consolidated Plan is required by HUD to guide the planning of projects and programs funded by the federal Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME). Planning for allocation of current and future Housing Levy-funded projects and programs is integrated into the process. Staff presented CSW strategies and draft Consolidated Plan. The Public may comment on the draft plan through April 10, 2018, and the plan will come back to Council for a decision on May 7, 2018. Information only. 21885 5. Review of a New Annexation Strategy A presentation by staff was given on an overview of the new annexation strategy, including policies, priorities, municipal facilities, service needs, and a forecast of the financial implications of annexation. The Strategy, as previously amended, was adopted by Council in the evening. 21905 6. A Resolution Adopting and Directing the City Administration to Implement the Climate Protection Action Plan 2017 Update, and to Create a Climate Action Plan Task Force to Develop 100% Renewable Energy Targets Roxanne Murphy / Gene Knutson moved to refer the Resolution to Committee of the Whole for further discussion on April 23, 2018.
