Call to Order Roll Call Present: Council President Roxanne Murphy, At Large Council Member April Barker, First Ward Council Member Gene Knutson, Second Ward Council Member Dan Hammill, Third Ward Council Member Pinky Vargas, Fourth Ward Council Member Terry Bornemann, Fifth Ward Excused: Council Member Michael Lilliquist, Sixth Ward Council Standing Committee Meetings: Open to the public to attend. Note: there is generally no public comment period for Committee sessions. Standing Committee Members receive reports and information, ask questions and, when appropriate, vote on a recommended action for consideration by the full Council at the Regular Meeting. The notice of Committee Meetings identified below also serves as notice of Special Meetings of the City Council at the times identified as Council Members who are not members of the committee routinely attend and participate in the Committee Meetings. Bellingham Home Fund Levy p. 94 Gene Knutson / Terry Bornemann moved to direct staff to bring this item back on June 4, 2018 MOTION CARRIED 6-0. Presented by Mayor Kelli Linville INFORMATION ONLY 21905 3. A Resolution to Implement the Climate Protection Action Plan 2017 p. 106 Update, Aim for 100% Renewable Energy Goals, and Create a Climate Action Plan Task Force April Barker moved to recommend approval of the Resolution on pages 122- 126 with the amendment that the date of the Task Force’s presentation to Council take place in the last quarter of 2019 MOTION CARRIED 4-1. Opposed: Gene Knutson Recused: Pinky Vargas Excused: Michael Lilliquist 21922 4. Consideration of Revisions to Bellingham's Accessory Dwelling Unit p. 122 Regulations Presented by Chris Koch Terry Bornemann / Gene Knutson moved to amend the ordinance to raise the minimum lot size from 5,000 to 7,200 and to add a clause that ADUs cannot be used for short-term rentals MOTION Fail 2-5. Opposed: Roxanne Murphy, April Barker, Dan Hammill, Pinky Vargas, Michael Lilliquist Michael Lilliquist / Terry Bornemann moved to amend the ordinance to raise minimum lot size from 5,000 to 6,000 MOTION Fail 3-4. Opposed: Roxanne Murphy, April Barker, Dan Hammill, Pinky Vargas April Barker / Pinky Vargas moved to recommend approval of the ADU ordinance MOTION CARRIED 5-2. Old/New Business Dan Hammill: May is Bike Theft Prevention Month. April Barker: Requested the Administration present to Council its findings regarding the Salary Commission.
