Call to Order The meeting was called to order by Council President Murphy at 7:00 p.m. Announcements & Upcoming Meetings: Bellingham City Council meets all requirements of the State of Washington Open Public Meetings Act. 1. On Monday, May 21 at 7 p.m., there will be a Public Hearing on the 6-Year Transportation Improvement Program. 2. On Monday, June 18 at 7 p.m., there will be a Public Hearing on a draft ordinance regulating short-term rentals. Pledge of Allegiance Led by Council President Murphy. Information only. 21913 2. Committee Discussion on Municipal Finance Issues This item was postponed due to time constraints. It will be presented at a future meeting. Committee Of The Whole Roxanne Murphy, Chair April Barker; Gene Knutson; Daniel Hammill; Pinky Vargas; Terry Bornemann; Michael Lilliquist 21905 1. A Resolution to Implement the Climate Protection Action Plan 2017 Update, Aim for 100% Renewable Energy Goals, and Create a Climate Action Plan Task Force Roxanne Murphy / Dan Hammill moved Resolution #2018-06 that was presented on pages 122 -126 in the agenda packet with an amendment to include that the date of the Task Force's presentation to Council take place in the last quarter of 2019. Motion carried 5-1-1, Gene Knutson opposed, Pinky Vargas recused. 21946 2. 2018-2022 Consolidated Plan Adoption Roxanne Murphy / Dan Hammill moved final approval of Resolution #2018-07. MOTION CARRIED 7-0. 21947 3. Bellingham Home Fund Levy Michael Lilliquist / Terry Bornemann Staff recommended to bring this item back for further discussion at the June 4, 2018 meeting. MOTION CARRIED 7-0. 21922 4. Consideration of Revisions to Bellingham's Accessory Dwelling Unit Regulations Roxanne Murphy / April Barker moved for first and second reading. MOTION CARRIED 5-2. Opposed: Gene Knutson, Terry Bornemann 5. MOTION CARRIED 7-0. 6. Old/New Business Council Member Barker asked of the Mayor for an update on forming ombudsman services to field complaints against the City. This item was requested by residents last year and the City worked with Whatcom Dispute and Resolution Center. Executive Session - Report and Action only. 1. Potential Property Acquisition Staff provided information on a potential property acquisition matter. For information and discussion only. No action was taken. 2. Potential Property Acquisition Gene Knutson / Michael Lilliquist moved to authorize the purchase of an 80 acres, unimproved wetland mitigation parcel on Northwest, parcel numbers 380202 064077, 380211 165469, and 380211 231475, from Elite Salon and Vitamins, Inc. for $1.33 million, with an estimated closing date of May 15, 2018. MOTION CARRIED 7-0. 3. Potential Property Acquisition Staff provided information on a potential property acquisition matter. For information and discussion. No action taken. 4. Potential Litigation Staff provided information on a potential litigation matter. For information and discussion. No action taken. 5. Mayor's Appointment of Janet Rogerson to the Museum Foundation Board (Approval) Gene Knutson / April Barker moved approval of the Mayor's appointment of Janet Rogerson to her first full term, which will expire on May 7, 2021, at which time she may be reappointed. MOTION CARRIED 7-0. Consent Agenda All matters listed on the Consent Agenda are considered routine and/or non-controversial items and may be approved in a single motion. A member of the Council may ask that an item be removed from the Consent Agenda and considered separately. 21949 1. An Ordinance of the City of Bellingham, Washington, Amending Sections 2.86.010 and 2.96.010 of the Bellingham Municipal Code 21950 2. Consideration of Final Plat Approval for Division 3 of the E8-E9 Preliminary Plat Gene Knutson / April Barker moved final approval of Resolution #2018-08. MOTION CARRIED 7-0. 21951 3. Authorization of Payroll Labor Cost Payments Dated April 11, 2018 - April 25, 2018 21952 4. Authorization of A/P Checks Issued April 20, 2018 21953 5. Ordinance Amending the Budget to Add Two FTE's in WhatComm 911 Michael Lilliquist / Gene Knutson moved approval for third and final reading. Upon motion, said bill was placed on final passage and approved by the following roll call vote: AYES: BORNEMANN, HAMMILL, KNUTSON, LILLIQUIST, MURPHY, VARGAS, BARKER NAYS: ABSTENTIONS: MOTION CARRIED and was therefore named Ordinance #2018-05-008.
